New Bank With Drive-Thru Proposed at Fallsgrove Village Center

Plans have been submitted to the City of Rockville for the construction of a new bank with a drive-through at Fallsgrove Village Center. The new standalone building would be located between the existing Krispy Kreme and Capital One drive-thru buildings.

FG Retail Group, LLC, an affiliate of Lerner Enterprises, has filed a Level 2 Site Plan application to construct an approximately 3,500 SF bank building in the southwest corner of the shopping center property, near Shady Grove Rd. The identity of the proposed bank was not included in the application materials.

The drive-through would run along the building’s west side, parallel to Shady Grove Rd, with space for five vehicles. A separate bypass lane would allow other vehicles to travel through the area without entering the drive-through queue.

Nine non-exclusive parking spaces would be located along the building’s eastern side. According to the application, the shopping center would have 814 parking spaces following construction, well above the 625-space requirement.

Fallsgrove Village Center currently includes approximately 138,148 SF of retail space, along with a 75,000 SF office building. The proposed bank would be constructed on a portion of the existing parking lot and would bring the shopping center closer to the 150,000 SF of retail development approved as part of the original Fallsgrove plan in 2000.

A new traffic study is not required because the project falls within the previously approved development limits. The applicant also stated that most visits to the bank are expected to come from drivers already traveling past the property or customers already visiting the shopping center.

The proposed building would be 25 feet tall, below the permitted maximum of 45 feet, and would sit approximately 28 feet from the Shady Grove Rd right-of-way, exceeding the required 15-foot setback. Stormwater would be managed through a new micro-bioretention facility and an existing regional pond. The proposal remains subject to the City of Rockville’s review and approval process.
