BPTC Eighteen, LLC has submitted this Application for Schematic Development Plan approval for development of a multi-family residential building on an approximately 1.25- acre site in the Spectrum at Watkins Mill mixed-use development (103 and 203 Spectrum Ave, located off of Watkins Mill Rd and 355). The plan proposes a 219 unit residential apartment building, and integrated parking garage which will be partially below grade.
The Application includes a sketch plan that was approved on November 3, 2021 to convert the use of the site from commercial to mixed-use commercial and residential.
Per planning documents: As shown in the following building elevations, Paramount North would be six stories in height, with four to six residential stories (depending on the grade) above a three-level below grade parking garage. Paramount North is designed to fit harmoniously within the Spectrum by emphasizing four-sided architecture comprised of a mix of durable materials such as brick, cast-stone accents, and form- lined concrete.
This elevator-driven building will utilize many of the same features that have helped the existing apartments at the Spectrum achieve and maintain 98% occupancy including first-class units and amenities, secure structured parking, and elevated landscaped terraces that also serve to break up the building mass.

The Northern Elevation, along with the endcap facing onto Route 355 will be by far the most viewed of the Paramount North project, in that it is the signature approach to the entire Spectrum project for those tens of thousands of folks driving on Rt. 355 daily. The façade is designed to project the urban nature of the entire Spectrum project, and set the tone for those coming into the City from the North.
