Notice of District 39 State Delegate Vacancy After Delegate Kirill Reznik Takes Job With Gov. Wes Moore’s Administration

On March 14, 2023, Delegate Kirill Reznik announced that he would resign from the Maryland House of Delegates on March 21, to serve as the Assistant Secretary for Inter-Departmental Data Integration for the Maryland Department of Human Services. Per the Montgomery County Democratic Party: Delegate Kirill Reznik has resigned as Maryland State Delegate serving District 39 effective March 21, 2023. Governor Wes Moore has appointed Delegate Reznik as Assistant Secretary for Inter-Departmental Data Integration at the Department of Human Services.

By authority of Article III, Section 13, of the Constitution of Maryland, the Governor shall appoint a person to fill this vacancy whose name is submitted to the Governor by the
MCDCC within thirty days after the occurrence of the vacancy. The person appointed by the Governor will serve for the unexpired term ending in November 2026.

Individuals interested in applying for the appointment should submit a cover letter, a resume, and any other supporting materials that they would like the MCDCC to consider by email to [email protected] with the subject line D39 Delegate Vacancy Application no later than Tuesday, April 4, 2023 at 5 p.m. Applicants also must provide proof of residency indicating that they have been a resident in the district for the past six months. Each applicant must submit either a Credit card bill, Utility bill, Bank statement, or mail from a Federal, State, or Local government agency dating back six months.

ELIGIBILITY REQUIREMENTS: To be eligible for consideration, an applicant must be a registered Democratic voter in the State of Maryland, a resident of Legislative District 39, and have attained the age of 25 years. Determination of eligibility for the appointment by the MCDCC shall be final and not subject to appeal. Candidates who meet the above qualifications will be invited to make a brief oral statement at the April 18, 2023, MCDCC Special Meeting and answer questions of MCDCC members.
The MCDCC will vote to recommend an applicant to the Governor immediately upon concluding the interviews.

PUBLIC FORUM: 
The District 39 Democratic Club will host a public forum for residents of District 39 to meet the applicants on Wednesday, April 12, 2023 at 7 p.m.via Zoom Webinar. Attendees and applicants must register in advance at bit.ly/d39-04-12.
