Illumination of Landmarks Across The State. Through Operation Green Light—which is spearheaded by the National Association of Counties (NACo)—governments, businesses, and residents are encouraged to participate by simply changing one exterior light bulb to a green bulb. State government buildings scheduled to be illuminated include Government House, Maryland Department of Veterans Affairs cemeteries and memorials, Charlotte Hall Veterans Home, and the Maryland Motor Vehicle Administration’s Glen Burnie headquarters. Additional landmarks being illuminated include M&T Bank Stadium, the Baltimore Convention Center, the University of Maryland Medical System, and Johns Hopkins University.

In February, MDTA started a civil penalty waiver grace period for tolls paid in full and has ceased referring toll bills to the Central Collection Unit (CCU) and MDOT Motor Vehicle Administration (MDOT MVA) temporarily. While it seems like it has lasted forever, the grace period will end at 11:59 p.m. on November 30, 2022, and the MDTA will resume referrals of unpaid toll bills and civil penalties to CCU and MDOT MVA on December 1.
If you have unpaid Video Tolls and/or Civil Penalties, the MDTA will waive the Civil Penalties if your toll balance is paid in full between Feb. 24 and 11:59 p.m. on Nov. 30, 2022. After the grace period ends, customers will remain responsible for all unpaid tolls and civil penalties and referrals will resume.
Maryland Governor Larry Hogan announced today that he has tested positive for COVID-19. In a tweet Hogan said, “Just wanted to let Marylanders know that after testing positive for COVID-19, I am working from home. Fortunately, I’m up to date on my boosters and my symptoms are minimal” and directed residents to visit covidvax.maryland.gov to find a nearby vaccine clinic.
To date, more than 710,000 Marylanders have received the COVID-19 bivalent booster, further protecting themselves against severe illness, hospitalization, and death. With flu hospitalizations also increasing earlier and faster than in previous years, state health officials continue to encourage Marylanders to get their COVID-19 and flu shots simultaneously. Starting next week, state health officials will launch a new “Flooster” television, radio, and social media ad campaign to amplify this message.
A major company that tracks the availability of fuel issued an alert on Friday for a diesel fuel shortage in many Southeastern United States, including Maryland. The alert from Mansfield Energy on Friday also includes Virginia, North Carolina, South Carolina, Tennessee, Georgia, and Alabama. The fuel supply and logistics company noted “extremely high prices in the Northeast along with supply outages along the Southeast.” Below is the full alert:
“East Coast fuel markets are facing diesel supply constraints due to market economics and tight inventories. Poor pipeline shipping economics and historically low diesel inventories are combining to cause shortages in various markets throughout the Southeast. These have been occurring sporadically, with areas like Tennessee seeing particularly acute challenges.
Marijuana legalization is up for a vote on Tuesday, November 8. Residents will have the option to vote “FOR” or “AGAINST” Question 4 to legalize cannabis use for adults 21+ starting July 2023. The question will be “Do you favor the legalization of the use of cannabis by an individual who is at least 21 years of age on or after July 1, 2023, in the State of Maryland?”
According to a recent Washington Post-University of Maryland poll, a large majority of registered voters in Maryland say they support legalizing recreational marijuana use. Just under 3 in 4, or 73 percent, of Maryland voters favor legalizing “the use of cannabis” for people 21 and older by next July, matching language on November’s ballot.
On Sunday, November 6, 2022, at 2:00am we “Fall Back” as Daylight Saving Time ends. While many of us enjoy the extra hour of sleep and lament the loss of longer days, this may be the last time if the “Sunshine Protection Act” passes through the house and moves on to President Biden. The bill would make Daylight Saving permanent and put an end to having to change your clocks twice a year. According to the H.R.69 – Sunshine Protection Act of 2021, this bill makes daylight savings time the new, permanent standard time. States with areas exempt from daylight savings time may choose the standard time for those areas.
As mentioned above, the bill still has to be approved by the U.S. House of Representatives and signed into law by President Joe Biden, and that process has appeared to hit a “brick wall,” according to a July article by the The Hill. The article states that there are fundamental disagreements with the language of the bill, such as whether daylight saving or standard should be the permanent time, and the House having other priorities are the main reasons why the Sunshine Protection Act seems to have hit a snag.

Maryland Governor Larry Hogan has responded via social media on the attack that occurred this morning against Speaker Nancy Pelosi’s husband, Paul Pelosi. “The First Lady and I are praying for Paul Pelosi’s recovery after the vicious assault on his life. There is absolutely no place for violence in our politics. Anyone who calls themselves a leader must show zero tolerance for it.”
This morning, Drew Hammill, spokesman for Speaker Nancy Pelosi, issued this statement: “Early this morning, an assailant broke into the Pelosi residence in San Francisco and violently assaulted Mr. Pelosi. The assailant is in custody and the motivation for the attack is under investigation. Mr. Pelosi was taken to the hospital, where he is receiving excellent medical care and is expected to make a full recovery. The Speaker was not in San Francisco at the time.
ANNAPOLIS, MD—As hospitals in the region and across the country experience an increase in Respiratory Syncytial Virus (RSV) admissions, Governor Larry Hogan today announced a series of new mitigation actions, along with preparedness efforts for potential fall and winter COVID-19 and flu surges in Maryland. “After meeting with our multi-agency public health task force yesterday and reviewing all of the data, I am announcing these steps to give our hospitals more tools to expand bed capacity for pediatric patients,” said Governor Hogan. “We also continue to encourage Marylanders to be COVIDReady, so that we remain one of the most vaccinated and boosted states, and stay ahead of the virus.”
Hospitals Directed to Utilize Additional State Funding to Prioritize Pediatric ICU Staffing. RSV hospitalizations are increasing earlier and more rapidly than in previous years, with the 0-2 age group comprising 57% of hospitalizations. On October 14, the Maryland Department of Health announced $80 million in additional funding for healthcare providers across the state. Hospitals will receive $25 million and have been directed in award letters issued today to utilize these resources to increase the hiring and recruitment of staff. For facilities with pediatric ICU and/or inpatient beds, awards should prioritize staffing those units appropriately before considering other non-pediatric units. All hospitals are also strongly urged to collaborate with neighboring hospitals on pediatric patient care coordination.
