Per the State of Maryland:

ANNAPOLIS, MD—Governor Larry Hogan today announced that a record number of Marylanders enrolled for health coverage for 2022 in the annual open enrollment that just ended through Maryland Health Connection. The 182,861 enrollments marked a new record for the state-based health insurance marketplace, a 10% increase over the 2021 open enrollment total of 166,038.

Per the State of Maryland:

ANNAPOLIS, MD—Governor Larry Hogan today announced that the State of Maryland’s COVID-19 positivity rate has dropped below 2%, and hospitalizations are now just one-tenth of what they were at the Omicron peak.


Beyond MoCo

Over the weekend,  Larry Hogan directed Maryland’s Secretary of State to terminate Maryland’s sister state relationship with the Leningrad Region of Russia, which was established in 1993.

The governor has also directed state agencies to review any and all contracts, procurements, and holdings that may have ties to Russian entities, according to Hogan’s Government website.

Personal finance website, WalletHub, has released a study to determine the “Best and Worst States for Women” in 2022.

In order to determine how women are faring and where they can find the best opportunities relative to where they live, WalletHub compared the 50 states and the District of Columbia across 25 key indicators of living standards for women. The data set ranges from median earnings for female workers to women’s preventive health care to the female homicide rate.


Maryland

The Maryland House of Delegates passed a bill today that would allow voters to decide whether or not to legalize cannabis in Maryland.  House Bill 1 states that, “on or after July 1, 2023, an individual in the State who is at least 21 years old may use and possess cannabis.”

If the bill passes through the Maryland State Senate, voters will see the question on the ballot this November.

Effective February 24, 2022, the MDTA has begun a civil penalty waiver grace period for tolls paid in full and has ceased referring toll bills to the Central Collection Unit (CCU) and MDOT Motor Vehicle Administration (MDOT MVA) temporarily.

The grace period will end at 11:59 p.m. on November 30, 2022, and the MDTA will resume referrals of unpaid toll bills and civil penalties to CCU and MDOT MVA on December 1.

MCPS Superintendent Monifa McKnight sent out a community message on Thursday that details the school system’s snow day make-up plan. Included were the following changes to the school year calendar:

Three instructional days are needed to be made up for MCPS to reach 181 instructional school days, the minimum required by the state of Maryland

With around 65% of the population fully vaccinated against COVID-19 but the omicron variant continuing to spread, WalletHub today released updated rankings for the Safest States During COVID-19.

In order to find out the safest states during the COVID-19 pandemic, WalletHub compared the 50 states and the District of Columbia across five key metrics. Our data set includes the rates of COVID-19 transmission, positive testing, hospitalizations and death, as well as the share of the eligible population getting vaccinated.


Education

The Maryland State Board of Education voted 12-2 today to rescind its statewide mask mandate for public schools, effective March 1.  This will allow local school districts to decide their own masking policies.

The Montgomery County Board of Education is set to take up the school system’s mask policy at a meeting on February 24.
