Disturbing Details Emerge Surrounding Murder of Maryland Parole and Probation Agent Davis Martinez

Disturbing details were revealed in the statement of charges for Emanuel Sewell, who is being charged with the murder of  Maryland Parole and Probation agent Davis Martinez in Chevy Chase on May 31st.

The statement of charges, courtesy of the office of the State’s Attorney, can be seen below: “On May 31, 2024 at 1750 HRS, the Emergency Communications Center (ECC) received a call requesting a welfare check of a Maryland State Probation agent who had not reported back work after performing a resident check of a registered sex offender.

Montgomery County Police (MCP) responded to 2815 Terrace Drive, Chevy Chase, Montgomery County, Maryland, and found the residence secured with blinds drawn. Officers attempted to establish communication with the probation agent and the occupant of the residence, with no response. The probation agent’s cellular phone associated with phone number was found pinging near two dumpsters located approximately 50 yards from 2815 Terrace Drive. A check of the area surrounding the dumpsters was negative, and the probation agent’s cellular phone is believed to be in one of the dumpsters.

Officers forced entry to the front door of 2815 Terrace Drive, and found an unresponsive male wrapped in multiple plastic bags underneath a bed. Officers noted the body appeared to be in the fetal position and observed a bloodied towel near the front door.

Officers rendered the apartment secure and immediately exited. The probation agent’s state issued white in color Ford Taurus remained parked and unoccupied in front of 2815 Terrace Drive.

The unresponsive male was determined to be incompatible with life and pronounced deceased at 1855 HRS by Officer Aversa. At this time, the decedent is believed to be the missing probation agent, identified as 33-year-old Davis Martinez H/M/DOB: 02/23/1991.

The registered sex offender and sole occupant of 2815 Terrace Drive is identified as Emanuel Edward Sewell B/M/DOB: 01/13/1970. Sewell’ s whereabouts remain unknown currently. Sewell owns a gray in color 2017 Hyundai Elantra bearing Maryland registration 93661HT, which has not yet been located. It should be noted that Sewell was the subject which Martinez was conducting the check on.

At this early stage of the investigation, the mechanism of injury to the victim is unknown. In other words, it is unknown whether the victim was cut/stabbed, shot with a firearm, or suffered some other/additional trauma. The death is being investigated as a homicide.

During the initial investigation by Major Crimes Detectives, Det. Galladora spoke to a witness from the neighborhood who is familiar with Sewell. The witness will hereinafter be referred to as ” W1″.  W1 stated that at approximately 0900 hours she heard a loud knocking on Sewell’ s door. Sometime thereafter, she looked outside and noticed the above reference Ford Taurus parked outside of the residence. At approximately 1400 hours, W1 observed Sewell exit his residence and walk towards the dumpsters which Martinez’ s phone is believed to presently be located. He then went back into his residence. Shortly thereafter, W1 observed Sewell exit his residence with two clear trash bags full of clothes, get into his vehicle and leave.

Based on the above facts and circumstances, the writer believes that probable cause exists and requests an arrest warrant be issued, charging Emanuel Sewell with the following:

CR 2-201 First Degree Murder

All Above Events Occurred in Montgomery County, Maryland.”
