FBI Agent Arrested on Multiple Rape and Sexual Assault Charges

The Montgomery County Police Department (MCPD) Special Victims Investigations Division (SVID) has arrested a federal agent accused of sexual assault. Detectives believe there may be additional victims. The agent, Eduardo Valdivia, was previously found not guilty of attempted murder by a jury in 2022 after he was charged for an off-duty shooting that occurred on a Metro train in Bethesda on December 15, 2020.

According to MCPD, “40-year-old Eduardo Valdivia, of Gaithersburg, was taken into custody on Monday, November 25, 2024. Valdivia, a Special Agent with the Federal Bureau of Investigation and owner of a tattoo studio, faces charges including six counts of second-degree rape, two counts of fourth-degree sexual offense, and eight counts of second-degree assault.

The charges stem from reports made by two women who allege they were raped inside DC Fine Line Tattoos, a tattoo studio in the 9800 block of Washingtonian Boulevard, in Gaithersburg. In October of 2024, the first victim reported being raped by a man she knew as “Lalo Brown.” A second victim came forward with a similar report of sexual assault in November.

Both women stated they were lured to the tattoo studio under the pretense of modeling opportunities with Exeter Models and believed they had been communicating with a woman. Through the investigation, detectives identified “Lalo Brown” as Valdivia. Both victims later positively identified him as their assailant.

Detectives are urging anyone with information or who may have been victimized by Valdivia to contact the Special Victims Investigations Division at 240-773-5400. Valdivia was taken into custody and served with an arrest warrant. He is currently being held at the Montgomery County Central Processing Unit, where he is awaiting a bond hearing.
