Major Step for Commanders: DC Council to Vote on RFK Stadium Plan August 1

The future of the Washington Commanders’ new stadium at the RFK campus in Washington, D.C., is moving forward with significant developments. The D.C. Council is set to vote on the RFK campus legislation on Friday, August 1, 2025, after reaching a “much-improved agreement” with the Commanders. This vote could pave the way for the team’s return to its historic home.


DC Council Chairman Phil Mendelson highlighted the collaborative nature of the negotiations in his statement:

“Today we’re scheduling a vote for Friday August 1, 2025 to consider the RFK campus legislation. We’ve been working with the Washington Commanders for several weeks and we feel we have a much-improved agreement that would bring the team back to their historical home, as well as develop the land around the RFK campus. It’s clear that the Commanders showed through their negotiations their commitment to the District. And their willingness to consider what’s in the best interest of our citizens. The process working with the Commanders has been extremely productive and they’ve been a cooperative partner. Overwhelmingly, residents have asked the Council for due diligence on this multi-billion-dollar deal. And under immense outside pressure to rush the process, I feel that, along with next weeks’ hearings, the Council will have what’s needed to move forward with a vote.”

Commanders team president Mark Clouse expressed the team’s enthusiasm for the upcoming vote and the project’s potential impact on the District in a statement released by ESPN’s John Keim:

“We are thrilled that the Council will vote to hopefully support this project on August 1. We appreciate their effort to keep us moving toward our goal of opening our new stadium for 2030. We are also grateful for the valuable feedback and support from our fans and community over the last several months. We believe in the transformative power of this project for DC, and thank Mayor Bowser for her vision and leadership, as well as Chairman Mendelson and Council for their thoughtfulness and diligence in collaborating on our plan. Through this process, we’ve seen firsthand how committed our city’s leaders are to building a strong future for the District. With the Council’s announcement today, the opportunity to bring the team back to its spiritual home and revitalize a critical part of the nation’s capital is now one step closer.”

The proposed $3.7 billion project includes a $2.7 billion stadium and $1 billion for surrounding development of shops, restaurants, and residences. If approved, groundbreaking is anticipated in 2026, with an expected completion by 2030. The federal government previously transferred administrative jurisdiction of 174 acres of the RFK Stadium campus to the District for a renewable term of at least 99 years, with the federal government retaining ownership of the land. This legislation, signed by President Biden in January 2025, was crucial in enabling the District to pursue this development.

Recent amendments to the deal, negotiated between the DC Council and the Commanders, aim to address concerns raised by the Council, including the allocation of revenue streams and taxpayer protections. These changes reportedly include increasing D.C.’s share of parking tax revenue and sales taxes on merchandise and food/beverages. The restructuring of debt financing is also expected to save District taxpayers approximately $55 million. The deal also specifies deadlines for development phases, with penalties for delays, and redirects $600 million from a “Sports Facility Fee” to a Transportation Improvement Fund for Metro enhancements.

While the deal appears to be gaining momentum, public hearings are scheduled for late July, allowing for further scrutiny before the crucial August 1st vote. The project faces both support, for its economic potential and the return of the team to D.C., and scrutiny regarding financial terms and potential risks.
