The Montgomery County Police Department (MCPD) announced that 18-year-old Joshua Carter has been arrested in Fayetteville, North Carolina, in connection with the September 21 shooting death of 29-year-old Akwalabeng Fontava in North Bethesda, while a second suspect, 25-year-old Justin Michael Greene Collins, remains at large.
According to MCPD, “Through the course of the investigation, detectives from the Montgomery County Department of Police – Major Crimes Division, Homicide Section identified the location of 18-year-old Joshua Carter. On Wednesday, October 8, 2025, officers with the US Marshals Service – Carolina Regional Fugitive Task Force, Fayetteville Division, arrested Carter without incident at a residence in Fayetteville, NC. Carter remains in custody in North Carolina pending extradition to Montgomery County. He is charged with first-degree murder, two counts of kidnapping and two counts of armed robbery.
The second suspect, 25-year-old Justin Michael Greene Collins, remains outstanding.
