Rockville Man Charged After Firing More Than a Dozen Rounds, Injuring One

The Rockville City Police Department has charged a 20-year-old Rockville man following a shooting that occurred late Monday night in the 1100 block of Highwood Road.

Police say the suspect, identified as Joel Alberto Cubias, attempted to stop an individual who may have been trying to steal property from outside a residence around 10:00 p.m. During the confrontation, over a dozen rounds were reportedly fired from a handgun, striking the other person multiple times.

The injured subject fled before officers arrived but was later found at a nearby hospital, where they remain in stable condition with non-life-threatening injuries. Cubias stayed on the scene and was taken into custody without incident.

Investigators later determined he was in possession of a stolen motorcycle, leading to additional charges. He was transported to the Montgomery County Central Processing Unit and charged with Attempted Murder, First- and Second-Degree Assault, Reckless Endangerment, multiple firearm-related offenses, and Theft.
