Charges have now been filed nearly a year after a fatal crash at a Silver Spring intersection that claimed the life of a 28-year-old driver.
Montgomery County Police said 25-year-old Andrew Joe Machinjiri of Severn has been charged in connection with a collision that occurred on Friday, February 28, 2025, at the intersection of Norbeck Road and Layhill Road.
Officers and Montgomery County Fire and Rescue Services were called to the scene around 12:48pm for a crash involving two vehicles and a dump trailer. Investigators determined that a yellow Freightliner Columbia tractor towing a black 2025 Brazos dump trailer was traveling eastbound on Norbeck Road when it collided with a northbound 2021 Kia Seltos in the intersection.
Following the impact, the dump trailer dragged the Kia several hundred feet before coming to a stop. The driver of the Kia, identified as 28-year-old Jiwon Kim of Silver Spring, was pronounced dead at the scene.
After completing a lengthy investigation, the Montgomery County Police Collision Reconstruction Unit determined Machinjiri was at fault. He has been charged with negligent manslaughter by vehicle, along with additional related traffic offenses.
Machinjiri was transported to the Montgomery County Central Processing Unit and later released on a $1,000 bond.
