Three Montgomery County residents have been charged in a federal prescription drug conspiracy case announced by the U.S. Department of Justice for the Western District of Virginia.
Obioma Alozie Ndubuka, 32, of Derwood, Elhadj Malick Diallo, 31, of Silver Spring, and Yared Michael Tesfaye, 28, of Montgomery Village, are among those charged in connection with a scheme involving Dr. Rotimi Iluyomade, an Annandale based doctor previously convicted of distributing thousands of opioid pills and cough syrup bottles containing controlled substances.
Ndubuka, also known as “Bank Roll,” recently pleaded guilty in U.S. District Court in Abingdon to one count of conspiracy to distribute and possess with intent to distribute Schedule II controlled substances and to acquire promethazine codeine solution by fraud.
According to the Justice Department, Iluyomade and his co conspirators agreed during 2023 and 2024 to distribute more than 7,000 oxycodone pills, 34,000 milliliters of hydrocodone chlorpheniramine solution known as “tussionex,” and 107,000 milliliters of promethazine codeine solution often referred to as “lean.” Prescriptions were allegedly sent to pharmacies in multiple states, including Maryland and Virginia. At least 70 of the illegal prescriptions were transmitted to or filled at pharmacies in the Western District of Virginia.
Prosecutors say individuals visited Iluyomade’s clinic to obtain fraudulent prescriptions, providing lists of fake patient names, false addresses, and other identifying information. The prescriptions were then transmitted to pharmacies across the country.
Court documents state that Ndubuka traveled to pharmacies to pick up fraudulent prescriptions written by Iluyomade and later distributed the drugs for profit. Iluyomade allegedly transmitted at least 134 fraudulent prescriptions using variations of the Ndubuka surname, listing 56 different residential addresses but the same patient home phone number.
Diallo of Silver Spring and Tesfaye, also known as “Yar,” of Montgomery Village, were also charged in the conspiracy. Additional defendants in the case are from Bowie, Maryland. One co conspirator previously pleaded guilty and was ordered to forfeit $100,000 to the United States.
The investigation began on September 2, 2023, when a co conspirator attempted to pick up a fraudulent promethazine codeine prescription at a pharmacy in Honaker, Virginia. Authorities arrested him and reportedly found multiple controlled substance prescription bottles in various patient names inside his vehicle. All of the prescriptions were allegedly written by Iluyomade and filled at pharmacies in Virginia. Sentencing dates have not yet been announced.
