21-Year-Old Montgomery County Man Charged With Rape, Assault and False Imprisonment

Takoma Park Police have arrested Richard Emmanuel Williams, 21, of Silver Spring, on charges of second-degree rape, fourth-degree sex offense, first- and second-degree assault and false imprisonment.

At approximately 10pm on August 21, officers responded to White Oak Medical Center after receiving a report of an alleged rape that occurred the previous night at a residence in Takoma Park.

Police met with an 18-year-old woman who reported that she went to the residence to meet friends at approximately 9:45pm on August 20. According to police, Williams arrived at the same residence and allegedly forced the woman into a room, where he raped her.

Investigators obtained an arrest warrant for Williams. At approximately 1pm on August 24, investigators contacted him and asked him to come to the Takoma Park Police Department for an interview. Williams arrived at the station and was taken into custody before being transported to the Montgomery County Central Processing Unit.
