Former state employee Racquel Britt Davis pleaded guilty to a felony theft scheme for submitting fraudulent insurance claims to AFLAC, stealing approximately $63,898.33, and is scheduled for sentencing on February 6, 2025.
Per the Maryland Attorney General’s Office, “Attorney General Anthony G. Brown announced today that Racquel Britt Davis, 51, of Baltimore, Maryland, a former state employee, pleaded guilty to a felony theft scheme in the Circuit Court for Baltimore County before the Honorable Robert E. Cahill, Jr. Davis is accused of stealing approximately $63,898.33 through payments received from the American Family Life Assurance Company of Columbus (AFLAC) based on fraudulent insurance claims.
Between October 2017 and September 2020, Davis submitted 18 fraudulent insurance claims under her AFLAC short-term disability policy. She falsely stated that she was unable to work at her position with the Maryland Department of Public Safety and Correctional Services due to a medical disability. Davis also submitted forged or altered documents from various physicians to support her false claims.
A joint investigation by the Maryland Office of the Attorney General and the Maryland Insurance Administration revealed that the claims were fraudulent. The investigation determined that Davis had not sought medical treatment for the disabling conditions she claimed and was not medically excused from work during the periods in question.
Davis is scheduled to be sentenced on February 6, 2025. She will also be required to pay restitution to AFLAC.
Attorney General Brown expressed gratitude to his Criminal Division, particularly Fraud and Corruption Unit Chief Alexander Huggins and Assistant Attorney General Michael Palisano, who are prosecuting the case. He also thanked the Maryland Insurance Administration Fraud and Enforcement Unit, including Forensic Auditor Suzzanne Jones and Investigator William Wagner, as well as Baltimore County State’s Attorney Scott Shellenberger for their assistance in the prosecution.”
