Montgomery County Fire Officials Highlight New High-Rise Safety Tools, Honor Melanie Diaz

Montgomery County Fire and Rescue Service will hold a news conference this weekend to honor the life of Melanie Diaz and highlight major advancements in high-rise fire safety made since the deadly 2023 fire at the Arrive Apartments in Silver Spring.

The event, announced in a news release dated December 17, will bring together MCFRS leadership, elected officials, and members of the Diaz family to recognize the legislative, operational, and equipment changes implemented in the wake of the tragedy that claimed Diaz’s life.

According to MCFRS, the county has worked closely with the Diaz family to turn loss into advocacy, supporting new state and local fire-safety legislation, strengthening standards for high-rise buildings, and investing in new life-saving tools for both residents and firefighters. Many of the improvements focus on older, non-sprinklered residential high-rises, which continue to pose elevated risks across Montgomery County.

MCFRS Chief Spokesperson Pete Piringer said the department has deployed three groundbreaking tools designed to reduce danger during high-rise fires: floor-below firefighting nozzles, portable smoke curtains, and personal community escape hoods. The escape hoods, which help occupants breathe while evacuating through smoke, are now being widely deployed across MCFRS apparatus.

The department says it is the first large fire and rescue agency in the United States to broadly deploy smoke evacuation hoods, a tool more commonly used in Europe. MCFRS officials note the move is especially critical given that nearly 70 residential high-rise buildings in Montgomery County still lack full fire sprinkler protection, the most of any county in Maryland.

The news conference will include remarks from the Diaz family, updates on the Melanie Diaz Act, a briefing from Fire Chief Corey Smedley on new high-rise operational capabilities, and live demonstrations of the new evacuation equipment. MCFRS will also display specialized tools such as below-floor nozzles and mobile smoke curtains that are now part of the department’s high-rise response strategy.

The event is scheduled for Saturday, December 20, at 1 p.m. at the Montgomery County Public Safety Training Academy, located at 8751 Snouffer School Road in Gaithersburg.
