The Montgomery Village Foundation (MVF) is considering a new pilot program that would allow residents to park their vehicles overnight at select parks and recreation facilities for a fee. According to Grace Yang of MVF, proposal is intended to provide additional parking options for residents by making use of existing parking spaces during overnight hours.
Under the proposal, residents would be able to park between 8 p.m. and 8 a.m. for $3.80 per night, per vehicle, including ParkMobile’s service fee. Payments would be made through ParkMobile, allowing residents to pay only for the nights they need parking rather than committing to a monthly or quarterly arrangement.
The proposed pilot program would initially include five locations throughout Montgomery Village. Apple Ridge Recreation Area would offer 20 spaces, Apple Ridge Ballfield would make all of its parking spaces available, William Hurley Park and David B. Humpton Park would each offer 20 spaces, and Watkins Mill Recreation Area would provide 14 spaces.
The parking areas would be located at existing, lighted MVF facilities, with spaces made available during hours when they are not needed for recreation programs. MVF is also considering expanding the program to additional locations in the future.
The proposed $3.80 nightly charge includes a portion that would go toward covering MVF’s costs associated with signage, enforcement, insurance, and snow treatment and removal.
This would not be Montgomery Village’s first attempt at offering overnight parking. In 2023, MVF introduced a pilot program at Peggy Mark Pool/Apple Ridge Recreation Area that required residents to pay quarterly and limited parking to one location. Participation was low, and the program was discontinued in February 2024. The new proposal would offer greater flexibility by allowing residents to pay on a nightly basis and choose from multiple locations.
Before making a decision, MVF is seeking feedback from residents about their parking needs, preferred locations, willingness to pay the proposed fee, and any concerns about the program.
A virtual community forum is scheduled for Wednesday, January 6, 2027, at 7:30 p.m. Residents interested in attending must request a meeting link by emailing Duncan Mullis at [email protected] by December 30, 2026. Residents can also provide feedback through an online survey, which will remain open through January 6, 2027.
The feedback will be reviewed by the appropriate MVF committee and Board of Directors before a final decision is made. The program remains a proposal, and no implementation date has been announced.
