Per the State of Maryland: Governor Wes Moore today welcomed the 156th class of the Maryland Department of State Police during a graduation ceremony held at Lifepoint Church in Reisterstown. The governor delivered the keynote address to the department’s 26 new members and their families and friends, in addition to law enforcement leadership and local officials in attendance.

“Whether this day was something you hoped would come since you were little or a day that didn’t seem possible just a few years ago: You’ve shown us what it means to serve,” said Gov. Moore. “It’s not just that your service is impressive and inspiring—it’s that your service is a choice. You will make that choice again, and again, and again—to serve in the face of hardship; serve in the face of doubt, and risk, and fear—and I know you are ready to take on the challenge.”

Maryland

Per the State of Maryland: During an Eastern Shore “Bay Day” tour, Governor Wes Moore today announced a major policy shift in how Maryland will deploy state resources to improve water quality in the Chesapeake Bay and other waterways to restore the Chesapeake and Atlantic Coastal Bays. At points throughout the day, the governor was joined by Lieutenant Governor Aruna Miller, U.S. Environmental Protection Agency Region 3 Administrator Adam Ortiz, and various state, local, and federal officials to learn more about the impact of policies on local communities and industries.

“Our administration is focused on working in new and collaborative ways to reduce the pollution reaching our bays and providing our local communities and farmers with the opportunities and resources they need to succeed,” said Gov. Moore. “Now is the time to embrace the lessons we’ve learned in the Chesapeake and Coastal Bays over the past 40 years and evolve our strategy to reflect that.”

MoCo Government

Per Montgomery County: The Montgomery County Council will receive a briefing and hold a public hearing on the Planning Board Draft of the Pedestrian Master Plan on Tuesday, July 25. The briefing will begin at 11 a.m. and the public hearing will be held at 1:30 p.m. The plan is Montgomery Planning’s first comprehensive vision to create safer, more comfortable experiences walking or rolling around the county and to make getting around more convenient and accessible for every pedestrian. The Council is seeking public input from all residents on the draft plan and will schedule a committee worksession to review and propose changes to the Planning Board Draft Plan this fall.

“As chair of the Transportation and Environment Committee, pedestrian and bicyclist safety are at the top of my priority list,” said Council President Evan Glass. “Montgomery County had 541 motor vehicle crashes leading to bodily injuries and 48 traffic fatalities last year, which is why the comprehensive approach to pedestrian and bicyclist safety provided by the Montgomery County Planning Board is critical. The Pedestrian Safety Master Plan will go hand in hand with the Council’s legislative efforts including The Safe Streets Act, which I introduced to make roads near our schools and downtown areas safer. The new plan will also help us reach our Vision Zero goals.”

MCPD

Per MCPD: Detectives from the Montgomery County Department of Police – Special Victims Investigations Division (SVID) have arrested and charged 31-year-old Joshua Black, of Olney, with multiple counts of second-degree rape and third-degree sex offense. Detectives have released a photo of Black and are urging anyone who may be a victim of sexual assault by Black to come forward.

The investigation by detectives has revealed that on Thursday, July 20, 2023, at approximately 7 p.m., Black lured the juvenile female victim into a wooded area, in the 17700 block of Prince Philip Dr., where he sexually assaulted her. Detectives quickly developed Black as the suspect and arrested him at his home without incident. Black was transported to the Montgomery County Central Processing Unit, where he is currently being held without bond. Detectives are concerned there may be additional victims of sexual assault by Black that have not contacted police.

Derwood

Per Montgomery County: The Montgomery County Animal Services and Adoption Center (MCASAC) in Derwood remains at a critical population level for large dogs weighing 40 pounds and more. Since a campaign was started a week ago to have adoption fees waived for the first 50 dogs over 40 pounds adopted, more than two dozen large dogs were adopted. However, fee-waived adoptions are still available for another two dozen large dogs.

While adopting and fostering large dogs is necessary to decrease the current population, there are other ways to help keep animals from coming into the shelter. Trying to reunite lost pets before bringing them in to the shelter is one way and donating dog and cat food to pet food pantries can help people who want to keep their pets but are facing financial troubles.
