Montgomery County Police are investigating a homicide that occurred on Wednesday, July 5, 2023.  According to MCPD,  “At approximately 9:51p.m., 3rd District officers and Montgomery County Fire Rescue personnel responded to an apartment in the 11500 block of Lockwood Drive in Silver Spring (White Oak) for the report of a shooting that just occurred.   

Officers arrived at the scene and located inside the apartment an adult male victim, suffering from apparent gunshot wounds. Officers provided life saving measures to the victim until Montgomery County Fire Rescue arrived. The victim was pronounced dead at the scene.   


From the Office of the Montgomery County State’s Attorney: Today in the Circuit Court for Montgomery County, MD, before the Honorable Michael McAuliffe, defendant, Todd Michael Watkins, 56, of Jefferson, MD, pleaded guilty to one count of the misdemeanor charge of misconduct in office. A sentencing hearing is scheduled for September 11th, 2023 at 9:30 a.m.

The defendant, Watkins, was appointed Director of the Montgomery County Public Schools Department of Transportation in 2009. Beginning in at least 2016 and continuing into September 2021, the defendant failed to properly manage the contract for the purchases of school buses and the use of purchasing cards in his department such that Charles Ewald, the Assistant Director of the Department of Transportation, was able to steal over $320,000.


According to the Montgomery County State’s Attorney’s Office, “Today in the Circuit Court for Montgomery County, MD, the Honorable John Maloney sentenced defendant, Julia Birch, 28, of Kensington, to 40 years in prison suspend all but 23 years to serve and five years of supervised probation upon release. She must also complete 240 hours of community service upon probation. Judge Maloney recommended the defendant be admitted to the Patuxent Eligible Persons Program while incarcerated.

This stems from an incident on July 28, 2021. Montgomery County Police and Montgomery County Fire and Rescue personnel responded to a residence on Spruell Drive in Kensington, Maryland for a death investigation. Upon their arrival, the complainant, 26-year-old Julia Birch, told officers that she had suffocated and killed her 92-year-old roommate, identified as Nancy Ann Frankel, who was found deceased in her bedroom. Birch had staged the body to look more presentable, laying the victim on a pillow, folding her arms over her chest, and putting perfume on her.  This was after initially unsuccessfully trying to get the body back into her bed.  Birch was taken into custody and transported to Montgomery County Police Headquarters to be interviewed.  She admitted to killing Nancy Ann Frankel by trying to place a plastic bag over Frankel’s head to suffocate her, and when the victim poked a hole in the bag, Birch took her to the ground and strangled her to death.  Physical evidence and autopsy confirmed the method of death.  Birch admitted to then calling 911 to report the death.


According to Montgomery County Police, “On Friday, June 23, 2023, at approximately 1:05 p.m., 3rd District officers responded to City Place Mall (Ellsworth Place) at 8661 Colesville Rd. in Silver Spring for the report of a kidnapping that occurred in the playground of the mall.

The investigation has revealed that 32-year-old Jeffery Akame picked up a two-year-old child victim (male) from the playground. The mother of the victim intervened and took away her child from Akame.  Akame then ran away and left the scene.


Additional details on Crawford’s conviction below per the Howard County State’s Attorney’s Office: David Crawford, age 71, was found guilty of eight counts of attempted 1st-degree murder, three counts of 1st-degree arson and one count of 1st-degree malicious burning by a Howard County jury today in a serial arson investigation spanning multiple counties in Maryland. Crawford was arrested in March of 2021 in connection to 12 arsons that occurred in Howard, Frederick, Charles, Montgomery, Anne Arundel, and Prince George’s County from 2011 to 2020.  Investigators had surveillance video in many cases where Crawford displayed a similar pattern of starting the fires with gasoline. Investigators linked multiple cases following a 2020 fire when they discovered Crawford had previous disagreements with multiple victims. In January 2021, a search of Crawford’s residence found several pieces of evidence, including a list of targets that were known victims.

Crawford is a former Police Chief for the City of Laurel, where he last served from 2006 until his resignation in 2010. Prior to that, Crawford was Chief of the District Heights Police Department and served as a Major for the Prince George’s County Police Department. Investigators say none of the civilian victims of the fires were connected to Crawford through his law enforcement career.


Per MCPD: Detectives from the Montgomery County Department of Police – 4th District Investigative Section are investing a shed burglary that occurred on Tuesday, June 6, 2023, in the 12300 block of Atherton Dr. in Silver Spring. Detectives have released photos of the suspect and are asking for the public’s assistance in identifying him.

At approximately 6:25 p.m., 4th District officers responded to the location for the report of a burglary that just occurred. The investigation by detectives determined that the unknown male suspect went into the victim’s shed and placed stolen tools in a black backpack. As the suspect was walking away from the scene, the adult male victim confronted him and pulled on the backpack, causing the stolen tools to fall. The suspect walked away from the scene without any stolen property.


11:38am update by MCPD: The victim has been transported to an area hospital with non-life threatening injuries at this time. This appears to be an isolated incident.

Montgomery County Police 6th District officers are responding to a shooting call on the 18200 block of Lost Knife Circle (across the street from Lakeforest Mall) in Montgomery Village/Gaithersburg. On June 26 at approximately 11:11 am, Takoma Park Police responded to the 7300 block of Piney Branch Road for the report of a strong arm robbery and assault that had just occurred.

According to police, “An unknown suspect struck the victim’s vehicle’s bumper with his vehicle.  When the victim got out of her vehicle and attempted to call 911 on her cell phone, the suspect got out of his vehicle, forcefully removed the cell phone from the victim’s hands and fled in his vehicle, striking the victim with his vehicle. The victim was not seriously physically injured.”


Per MCPD: A Bethesda man has been arrested and charged with attempted second-degree murder and aggravated assault of his parents on Sunday, June 25, 2023.  24-year-old Joseph Michael Bowers of Bethesda is accused of stabbing his parents with a knife in the 6500 block of Greentree Road in Bethesda on Sunday evening.

At approximately 11:50 p.m., MCP 2nd District officers responded to the location for the report of a domestic-related assault. Upon arrival, officers located Bowers’ 62-year-old mother and father outside of their residence, both suffering from multiple stab wounds. Both parents were transported to area hospitals with serious injuries.


Earlier this morning we reported that a man was arrested following a domestic dispute on the 6500 block of Greentree Rd in Bethesda late Sunday night/early Monday morning. The following is a brief summary of events regarding the assault that occurred on Sunday, June 25, 2023, per Montgomery County Police:

“At approximately 11:50 p.m., MCP 2nd District officers responded to the location for the report of a domestic-related assault. The preliminary investigation has revealed that a dispute occurred between a 24-year-old male and his parents. The dispute escalated and the suspect allegedly stabbed his parents with a knife. Both parents were transported to area hospitals with serious injuries.  The suspect has been taken into custody.
