Investigation and Review of December Police-Involved Shooting Completed; Charges Will Not Be Filed Against Officers

On December 29, 2021, there was a police-involved shooting in the area of Wayne Avenue and Dartmouth Avenue in Silver Spring. Four officers with the Montgomery County Police Department discharged their service weapons at Sesay, who was struck. He was pronounced dead at the scene. The officers involved were Officer Karli Dorsey, Officer Eric Kessler, Officer Nathan Lenhart, and Officer Dennis Tejada.

The complete report released by the Attorney General’s Office following its investigation, which took place over the last several months, can be accessed below. The report was written by the Office of the Attorney General Independent Investigations Division and any redactions were made by the Office of the Attorney General in preparation for public release. Pursuant to an agreement between the Montgomery County State’s Attorney’s Office and the Howard County State’s Attorney’s Office, based upon a thorough review of the report it is the opinion of the Howard County State’s Attorney’s Office that the actions of the shooting officers on December 29, 2021, were reasonable under the circumstances. Accordingly, the Office of the State’s Attorney for Howard County declines to file charges against the involved officers.

The incident at 11215 Georgia Ave in Wheaton “is over and occupants are re-occupying their apartments. Fire/Rescue units are picking up and going in service. Roads in the area are being re-opened”, according to Battalion Chief Jason Blake of Montgomery County Fire and Rescue Services (MCFRS).

Three Alleged Drug Traffickers Indicted for Distributing Cocaine From Puerto Rico in Montgomery County

As detailed in a news release by the U.S. Attorney’s office, 39-year-old Rey Rivera Ruiz, of San Juan, Puerto Rico, the alleged leader was indicted on May 26, with one count of conspiracy to distribute and possess with intent to distribute five kilograms or more of cocaine, one count of continuing criminal enterprise — causing the intentional death of Shantay Butler, 44 — and one count of causing the death through the use of a firearm during and in relation to a drug trafficking offense.

In addition, 26-year-old Jann Jousten Aponte Rivera, and 20-year-old Michael Gabriel Hernandez Rivera, both of San Juan, Puerto Rico, were indicted on one count of conspiracy to distribute and possess with intent to distribute five kilograms or more of cocaine, one count of continuing criminal enterprise — causing the intentional death of Shantay Butler– and one count of causing the death through the use of a firearm during and in relation to a drug trafficking offense.

Police and Family Concerned For Welfare of Missing Chevy Chase Woman

Detectives from the Montgomery County Department of Police – 2nd District Investigative Section are asking for the public’s assistance in locating a missing woman from Chevy Chase. Gail Jacobs, age 60, was last seen on Wednesday, June 8, 2022, at approximately 10:40 p.m., leaving the 7400 block of Wyndale Lane.

Jacobs is 5-feet, 7-inches tall and weighs approximately 140 pounds. She has long brown hair and brown eyes. She was last seen wearing a red long-sleeve shirt, black pants, brown sandals and eye glasses. Jacobs may be driving a black Mercedes Benz GLK with Maryland license plate, 5DG3292.

Update: California Man Facing Federal Charges for Attempted Murder of a United States Judge

The United States Attorney for the District of Maryland has released additional information regarding the incident that occurred in the area of Supreme Court Justice Brett Kavanaugh’s home in Chevy Chase on Wednesday morning:

Greenbelt, Maryland – A criminal complaint was filed today charging Nicholas John Roske, age 26, of Simi Valley, California, for federal charges of attempted murder of a Supreme Court Justice. Roske is expected to have an initial appearance in U.S. District Court in Greenbelt today at 3:00 p.m. before U.S. Magistrate Judge Timothy J. Sullivan.

Montgomery County Police Suspends Assistant Police Chief Carmen Facciolo

From a June 2021 article: “Assistant Chief Facciolo joins the Montgomery County Police Department from the Bronx District Attorney’s Office where he served as a Deputy Chief overseeing the Strategic Enforcement and Intergovernmental Relations Division. In this role, Assistant Chief Facciolo directed all intelligence and crime strategies efforts, technical investigations including crime scene, photo, cell-site analysis, and digital forensics, forensic science services, strategic technology, the planning and analysis unit, and the alternatives to incarceration bureau. Assistant Chief Facciolo served as District Attorney Clark’s liaison to federal, state, and local law enforcement, forensics, and intelligence agencies, and managed her relationships with federal and state elected officials, local legislators, The Hill, and stakeholder organizations. Lastly, Assistant Chief Facciolo coordinated the county’s response to major law enforcement incidents, the opioid epidemic and mental health and crisis intervention services.

Before joining the Bronx District Attorney’s Office, Assistant Chief Facciolo served as a senior policy advisor with the U.S. Department of Justice’s Office of Justice Program. He was the primary architect of many national programs for the federal government including the Body-Worn Camera Program, intelligence for law enforcement, human trafficking taskforces, mental health crisis responses and homicide and forensic investigations.

Person of Interest in Custody Following Shelter in Place in Rockville Community Tuesday Night

A person of interest is in custody after a ‘Community Alert’ was put out at approximately 10:15 pm (and lifted at 11:45pm) on Tuesday night due to heavy police activity in the Rose Hill Falls community and surrounding streets in the area of Great Falls Road in Rockville. At the time, all residents were told they “should shelter in place immediately until further notice.” The community is located near Rockville Town Center.

Residents reported heavy police presence, closed roads, and a low flying helicopter with a search light on the scene after a Rockville resident called the police after for what was believed to be a person with a gun in their backyard at approximately 9:45pm.

Auto Theft Prevention Initiative Program Now Open to All Montgomery County Residents

With the recent spike in auto thefts across the county, Montgomery County Police are now offering all residents an opportunity to participate in the Auto Theft Prevention Initiative. The program was initially only open to residents in MCPD’s 4th District (Wheaton).

Per MCPD: “Officers will install a Tile device in the registered owner’s vehicle, which can be used as an aid to assist law enforcement officials with locating a vehicle in the event it is stolen. Montgomery County Police officers will not have the ability to track the Tile device. It will be up to the registered owner of the vehicle, to provide location information to officers should their vehicle be stolen.

Two Men Indicted on Manslaughter Charges Following Death of Four-Year-Old

On the evening of Thursday, October 21, 2021, Montgomery County Fire Rescue personnel responded to the intersection of Georgia Avenue at Dexter Avenue for the report of a three-vehicle collision.

A black 2005 Acura RSX and a silver 2021 Honda Civic were traveling southbound on Georgia Avenue, approaching Dexter Avenue. The driver of a black 2020 Ford Fusion attempted to make a left turn from northbound Georgia Avenue to Dexter Avenue when it was struck by both the Acura and the Honda. The Acura then left the roadway and struck a brick wall. The Honda and Ford remained on the roadway.

MCPD: Sobriety Checkpoint Conducted Tonight; Always Choose a Sober Driver

Montgomery County Police will be conducting a sobriety checkpoint tonight at an undisclosed location in an effort to reduce impaired-driving. Police departments are required by law to announce that they will be holding checkpoints but do not have to disclose the location of checkpoints in advance.

Detectives Arrest Virginia Man for Impersonating a Police Officer in Rockville

On Tuesday, May 10, 2022, The V&I Unit were conducting surveillance at the Rockville Hotel, located at 3 Research Court, when detectives observed a black Chevrolet Tahoe that appeared to be an unmarked police vehicle. To ensure that they were not hindering another police investigation, detectives contacted the hotel to determine who the vehicle belonged to.

During their investigation, detectives determined that the vehicle was registered to Taber who identified himself as an “agent” when he checked into the hotel. He displayed what hotel staff believed to be law enforcement identification and stated that his “government issued vehicle” needed to be parked in front of the hotel. Through further investigation, it was determined that Taber was not an “agent” and falsely identified himself as such.
