76-Year-Old Man Arrested For Indecent Exposure and Child Pornography has 40+ Year History of Suspected Involvement in Similar Incidents

Earlier this week, Maryland-National Capital Park Police announced they arrested 76-year-old Steven Eisen of Silver Spring on charges of indecent exposure and possession of child pornography following an intensive investigation. Eisen was previously arrested for indecent exposure by Montgomery County Police in August 2021 and by Park Police in February of this year and a man of the same name and age was named as a suspect in at least 30 similar incidents back in the 90s, according to the Washington Post.

Per the Post article in December 1994, Eisen was arrested on charges that he broke into a house and exposed himself to a high school girl. It was noted that he was a suspect in at least 30 similar incidents. In 1994, Eisen was described as a freelance photographer whose work has appeared in The Washington Post and other publications. At the time, he was being investigated in a series of similar incidents dating to 1981 with at least 30 reports of break-ins at vacant houses and exposure to children.

In November 2020, Officers began investigating several reports of indecent exposure occurring at various locations in Kensington. Victims reported that the suspect would get their attention and expose himself to them from public areas in Kensington. During the investigation, Eisen was identified as a suspect who possibly committed these crimes at several locations in Kensington.

An incident involving Eisen occurred on July 5 at approximately 5:41 p.m., just before 4th District officers were dispatched to the 3900 block of Ferrara Dr. for the report of an indecent exposure that just occurred. The victims stated that they observed the suspect exposing himself to them and touching himself inappropriately in a public area. The victims and witnesses provided responding officers with a physical description of the suspect who fled the scene prior to officers arriving on scene.

On July 6, 2021, officers from the 4th District Community Action Team located an individual matching the physical and the clothing description of the suspect. Officers stopped the individual and identified him as Steven Hirsch Eisen. On July 16, 2021, officers from the 4th District Community Action Team obtained an arrest warrant for Eisen, charging him with the June 2 and July 5 indecent exposures.

On February 13, 2024, The Maryland-National Capital Park Police, Montgomery County Division, arrested Steven Eisen, a white 76-year-old male from Silver Spring, MD, stemming from an incident that occurred on January 26, 2024.

On October 31, 2024, The Maryland-National Capital Park Police, Montgomery County Division, arrested Steven Eisen, a white 76-year-old male from Silver Spring, MD, for indecent exposure and possession of child pornography. The arrest is the result of an intensive investigation. He is being held without bond.
