Former Office Campus in Rockville Sold for $18 Million With Plans For Over 200 Townhomes

A major redevelopment is underway in Rockville, where Bethesda-based developer EYA LLC has purchased three parcels in the Decoverly Hall office campus for $18 million with plans to build over 200 townhomes, according to a Biz Journals report.

According to state property records, the sale of 9501 and 9513 Key West Avenue and 15200 Omega Drive in Rockville officially closed on September 2. The properties, previously part of a five-building suburban office complex, are now being repositioned for residential use. EYA’s Chief Acquisitions Officer, Aakash Thakkar, confirmed to Biz Journals that the company intends to construct “200-plus” townhouses on the site, marking another example of suburban office parks being transformed into mixed-use or residential communities amid shifts in work habits and real estate demand.

The parcels spans 13.76 acres combined and include a mix of former office buildings and vacant land. At least one of the parcels has a Forest Conservation Plan application filed with Montgomery County, indicating that the entitlement and environmental review process is already underway.

This project is part of a broader pattern in Rockville, where EYA is also spearheading redevelopment of the long-vacant Rockshire Village Center, located about two miles away in the Wootton High School cluster. EYA purchased the 7.3-acre Rockshire site in mid-2025 for approximately $12.5 million. That development will feature a mix of 60 residential units, including 31 single-family homes and 29 townhouses, as well as 5,200 square feet of neighborhood-serving retail. A new Dunkin’ location is confirmed to be part of the retail lineup.

As part of the Rockshire plan, 15% of the homes (approximately nine units) will be designated as Moderately Priced Dwelling Units (MPDUs) to promote housing affordability in the area. The project also includes public open space amenities such as a neighborhood park, playgrounds, pedestrian trails, and connections to the nearby Carl Henn Millennium Trail and Rockshire Community Pool. Construction at the Rockshire site is expected to begin by late 2025, with completion projected in 2027.

While specific design details for the Decoverly Hall redevelopment have not yet been released, the project is expected to follow similar themes seen in EYA’s other suburban infill efforts: walkable neighborhoods, townhome-style living, access to nearby commercial corridors, and a blend of open and private spaces. The company has not yet confirmed whether any of the new townhomes at the Decoverly site will be designated as MPDUs or include other affordability measures.
