The Justice Department unsealed criminal charges against Evgenii Ptitsyn, 42, a Russian national, for allegedly administering the sale, distribution, and operation of Phobos ransomware. Ptitsyn made his initial appearance in the U.S. District Court for the District of Maryland on November 4 after being extradited from South Korea.

This afternoon, Montgomery County Police Department (MCPD) patrol officers operating in the central business district (4th district) responded to a report of shoplifting at the JC Penney store located in Wheaton Mall. Upon arrival, officers encountered an adult male suspected of theft.
On Friday, Ansoumane Camara of Germantown, MD was sentenced to 18 months in prison for securities fraud and felony theft exceeding $100,000, after pleading guilty to defrauding a client of $129,966 through unregistered investment services; he was also ordered to repay the stolen amount and serve five years of probation. The Montgomery County Police Department (MCPD) announced that it’s Real-Time Intelligence Center (RTIC) aided in the arrest of two robbery suspects at the transit center in the 9600 block of Lost Knife Road in Gaithersburg by reviewing surveillance footage that identified the suspects, who were later charged with robbery and assault. Sarah Katherine Magid, a first-grade teacher from Burtonsville, has been charged with distributing fentanyl that led to a victim’s death. Evidence includes text messages between Magid and the victim and reports of drug sales during school hours, with potential sentencing ranging from 20 years to life if convicted.
On Thursday, U.S. Customs and Border Protection (CBP) announced that officers at Washington Dulles Airport had seized 28 pounds of cocaine worth $900,000, concealed inside hot chocolate packages in a Guatemalan courier shipment in October. The courier was detained but later released and deported after prosecutors could not establish a direct connection to the drugs.
