Arrest Made in August 2022 Murder of Montgomery County Man

Detectives from the Metropolitan Police Department’s Homicide Branch have announced that an arrest has been made in a homicide that occurred on Thursday, August 25, 2022, in the 800 block of 7^th Street, Northwest. The decedent was previously identified as 21-year-old Montgomery County resident Juwaan Henry, of Silver Spring.

According to the Metropolitan Police Department: At approximately 8:16 pm, members of the First District responded to the listed location for the report of a shooting. Upon arrival, the members located an adult male victim suffering from apparent gunshot wounds. DC Fire and Emergency Medical Services responded to the scene and transported the victim to a local hospital. After all life-saving efforts failed, the victim was pronounced dead.

Rockville Woman Arrested for Conspiracy to Commit Robbery of a Food Delivery Driver

A Rockville woman has been arrested for her role in the robbery of a food delivery driver which occurred on February 18, 2023 in the 700 block of Fallsgrove Drive, according to Rockville Police.

Per the press release: Demia Lincoln-Scott, age 20, of the 700 block of Fallsgrove Drive, was arrested without incident by RCPD Detectives on March 16, 2023. She has been charged with Conspiracy to Commit Armed Robbery, Conspiracy to Commit Robbery, Conspiracy to Commit First Degree Assault, and Conspiracy to Commit Second Degree Assault.

Montgomery County MS-13 Gang Member Pleads Guilty to Participating in a Racketeering Conspiracy, Including Murder

Per the U.S. Attorneys Office, District of Maryland: Hernan Yanes-Rivera, a/k/a “Recio,” age 22, of Adelphi, Maryland, and Agustin Eugenio Rivas Rodriguez, a/k/a “Terrible,” age 25, of Silver Spring, Maryland, pleaded guilty today to their participation in a racketeering conspiracy, including murder, related to their activities as part of the MS-13 gang.

According to court documents, La Mara Salvatrucha gang, also known as “MS-13,” is an international criminal organization composed primarily of immigrants or descendants of immigrants from El Salvador, with members operating in the State of Maryland, including Montgomery County, Prince George’s County, and Frederick County, and throughout the United States. In Maryland and elsewhere, MS-13 members are organized in “cliques,” smaller groups that operate in a specific city or region. MS-13 members are required to commit acts of violence, both to maintain membership and discipline within the gang and against rival gangs. One of the principal rules of MS-13 is that its members must attack and kill rivals, known as “chavalas,” whenever possible. Participation in criminal activity by a member, particularly in violent acts directed at rival gangs or as directed by gang leadership, increases the respect accorded to that member, resulting in that member maintaining or increasing his position in the gang and opens the door to promotion to a leadership position.

Residential Burglary Leads to Fight Between Suspect and Victim; Suspect Still At Large

Per Takoma Park Police: On March 13, at approximately 7:23 am, Takoma Park Police responded to the 6600 block of Gude Avenue for the report of a residential burglary in progress. An unknown male in his 20’s broke a window on the ground floor and crawled through. Once inside, a fight ensued between the suspect and the victim, owner of the residence. The fight ended on the front porch at which time the suspect fled on foot. The suspect ran down Gude Avenue toward Poplar Avenue. The victim was transported to a local hospital for non-life-threatening injuries.

The suspect is described as a Black male, 20’s, last seen wearing a puffy light blue jacket, black pants and carrying a backpack. Investigation continues under case #230012185. MCPD: Traffic Stop in Germantown Leads to Seizure of Fentanyl and Methamphetamine

Montgomery County Police issued a press release today announcing that a traffic stop in Germantown on March 8 led to the discovery of 20 suspected Fentanyl pills, approximately 21 grams of suspected Crystal Methamphetamine, Crack Cocaine and drug paraphernalia. This is the third press release regarding traffic stops that MCPD has released since Councilmember Will Jawando introduced Bill 12-23, the Safety and Traffic Equity in Policing (STEP) Act, on February 28, which will limit traffic stops that he says have resulted in racial disparities.

Per MCPD: “Officers from the Montgomery County Department of Police – 5th District Community Action Team have arrested 38-year-old Harry Perkins of Germantown for Possessing Fentanyl and Crystal Methamphetamine with the Intent to Distribute, on Wednesday, March 8, 2023. Teenager Arrested for Stolen Auto; Other Offenses

Per Takoma Park Police: On March 12, at approximately 12:57 am, Takoma Park Police responded to the 7100 block of Holly Avenue for the report of a stolen auto. As officers arrived, they observed a vehicle driving away at a high rate of speed with the stolen auto being driven behind it. Officers attempted to make a stop of both vehicles without success. Upon reaching Maple Avenue and Erie Avenue, the vehicles split up, with the vehicle in front turning onto Erie Avenue towards Flower Avenue. Officers continued to surveil the stolen auto. The driver of the stolen auto lost control of the vehicle and ran off the roadway onto a tree stump near the intersection of Maple Avenue and Kennebec Avenue. The suspect was taken into custody, identified, and a search incident to arrest yielded items of evidentiary value on his person indicative of tools to jump start vehicles. The victim was notified. A lookout for the other vehicle was provided to surrounding jurisdictions.

The driver of the vehicle, a 15-year-old male from Hyattsville, Maryland, was charged with Auto Theft, Unauthorized Use of Motor Vehicle and various other traffic offenses. The charged juvenile was released to the custody of a parent(s). Investigation continues. Police Respond to Armed Robbery/Auto Theft in Rockville Saturday Night

Rockville Police responded to a call for armed robbery/auto theft on the 1300 block of Piccard Drive at approximately 9:30pm. According to police, an unknown male approached and pointed a handgun at the victim, taking the victim’s keys, and fleeing in a blue 2017 Hyundai Sonata, MD Tag 2DB6897. The suspect is described as a black male, early teens, 5’7, skinny build wearing a black hooded sweatshirt. The victim was not injured. Anyone who sees the stolen vehicle or has information is asked to call 911, by Rockville Police.

Montgomery County Man Sentenced to Seven Years in Federal Prison for Gun And Drug Conspiracy Charges

Per the U.S. Attorney’s Office, District of Maryland: U.S. District Judge Deborah L. Boardman sentenced Darryl Colton Frazer, age 34, of Silver Spring, Maryland, yesterday to seven years in federal prison, followed by three years of supervised release for gun and drug conspiracy charges and for violation of supervised release. Frazer was convicted of those charges on November 3, 2022, after a three-day trial.

According to the evidence presented at trial, on July 25, 2019, MCPD officers approached Frazer and co-defendant Shamire Moore after noting that Moore appeared to match the description of an individual involved a recent shooting. When Frazer and Moore saw the officers, they ran into a nearby residential area. Officers followed them and found Frazer in a nearby apartment building’s open stairwell attempting to enter an apartment.

Montgomery County Man Previously Arrested for Spray Painting the Word “Groomer” on Two Libraries Has Been Charged With Possession of Child Pornography

A Takoma Park man previously charged for vandalism after spray painting the word “groomer” on the exteriors of two Prince George’s County libraries, is now being charged with possessing child pornography. Charles Sutherland faces at least seven charges of possessing child pornography, according to a charging document

According to a WUSA 9, the charging document says “officers found numerous diapers, children’s dolls, and a child-sized doll in Sutherland’s bed. According to Sutherland, he has no children or nieces or nephews, the documents say. He also admitted he had child pornography on a laptop in his home. In January, a digital forensics examination of the laptop was completed and found seven files of child pornography.”

Teenager Arrested for Food Truck Armed Robberies

Chief Antonio DeVaul from the Takoma Park Police Department announces the arrest of a 16-year-old male juvenile from Hyattsville, Maryland, for armed robbery. The defendant was involved with food truck armed robberies in Takoma Park and Montgomery County. The defendant has been charged as an adult.

During January and February 2023, investigators from Takoma Park and Montgomery County Police Departments have been investigating several commercial armed robberies of food trucks. During the course of the investigation, detectives developed the defendant as the suspect responsible for the armed robberies. Guilty Plea in Rape of Teenager in Rockville

Defendant, Caden Riley, 19, of Rockville, has pleaded guilty to the charge of second-degree rape for an attack on a 16-year-old girl who was a stranger to him. Riley entered his guilty plea on Friday, March 3, 2023, in the Circuit Court for Montgomery County, MD, before the judge John Maloney. He faces up to ten years in prison when he is sentenced on July 28^th, 2023.
