U.S. Customs and Border Protection (CBP) officers at Washington Dulles International Airport seized 257 pounds of dried opium poppy pods between February 12 and February 21, 2025, from 81 shipments originating in Madrid, Spain. The controlled substances, often used to make narcotic “poppy tea,” were mislabeled as decorative items and destined for multiple addresses across the U.S., with CBP officers seizing them for destruction as part of ongoing efforts to prevent illicit drug imports. Attorney General Anthony G. Brown announced that Rhonda Keisha Powell of Upper Marlboro was sentenced to 45 days in jail, five years of supervised probation, and ordered to pay $58,373 in restitution after pleading guilty to felony insurance fraud for filing false claims with USAA in 2020 and 2022. According to the Montgomery County State’s Attorney’s office, today in the Circuit Court for Montgomery County, MD, Judge Terrence McGann sentenced Elvin Guzman-Machado, 20, of Boyds, to life in prison plus 40 consecutive years for his involvement in the 2022 MS-13 gang-related murder of 19-year-old Willians Anderson Alberto Cruz and for firing at three additional victims, two of whom were struck and survived.
