The Montgomery County Council is seeking applicants to fill three vacancies on the Montgomery County Planning Board. In October 2022, the County Council appointed five temporary acting Planning Board members. All members serve until their successors are appointed. The Council intends to appoint successors for three members. The following temporary Board members will vacate their positions at the end of February 2023: Ms. Presley, Mr. Hill and Ms. Branson. The following vacancies are available to fill the unexpired terms of the prior Planning Board members:

• One Montgomery County resident registered to vote in the County as a Republican (term ends June 14, 2024).

The Montgomery County Planning Board and the Montgomery County Planning Department, both part of The Maryland-National Capital Park and Planning Commission (M-NCPPC), have announced their January 2023 calendar of events and meetings. Residents can participate in Planning Board meetings by testifying in-person, testifying virtually, and watching the meetings on the Planning Board’s live stream. Community members may sign up to testify and provide comments in person, through Microsoft Teams, or over the phone to the Planning Board during the meeting on specific agenda items. County Bill 3-22 passed in July 2022 requires climate assessments of bills, zoning text amendments and master plans

The Montgomery County Planning Department briefed the Planning Board on a proposed approach to conduct climate assessment of Zoning Text Amendments (ZTAs) and master plans as required by the County Bill 3-22. On July 25, 2022, the Montgomery County Council signed Bill 3-22, “Climate Assessments” into law. The bill requires the Office of Legislative Oversight (OLO) to conduct a climate assessment of introduced county bills starting January 1, 2023, and the Planning Board to conduct a climate assessment of proposed ZTAs, master plans, and master plan amendments starting March 1, 2023.


The Council intends to appoint successors, before February 28, 2023, for three members. The Council is expected to appoint the remaining two positions, including the chair, by June 14, 2023 and will advertise to fill those positions at a later date.

The following temporary Board members will vacate their positions at the end of February 2023: Ms. Amy Presley, Mr. David Hill, and Ms. Cherri Branson. The positions are available to fill the unexpired terms of the prior Planning Board members as follows:


Planning Department Staff studied deed records, census data to identify racial covenants in Montgomery County inside the Capital Beltway; online mapping tool available for the public to explore data

Per Montgomery Planning: The Montgomery County Planning Department presented their initial findings of the first phase of the Mapping Segregation Project to the Montgomery County Planning Board on Thursday, December 1, 2022. Staff from the Department’s Historic Preservation Office provided detailed research on the prevalence of restrictive covenants for the area of Montgomery County located inside the Capital Beltway. Staff also shared the online mapping tool created to illustrate legal discriminatory housing practices, historical patterns of segregation, and Black homeownership in the Downcounty planning area from 1882-1952.


On December 1, 2022, the site plan for ‘Shops at Travilah’ will be reviewed by the Montgomery County Planning Board. Planning Board staff recommends “approval with conditions” heading into the meeting. The Application proposes to construct a 5,681 SF retail/service establishment and 12,927 SF daycare center (over 30 persons).

Per Montgomery Planning: The application is for the construction of two buildings off of Travilah Rd near the intersection of Travilah Rd and Piney Meetinghouse Rd. Building A is a 5,681 square-foot building with approximately four units/bays to be erected on the northern half of the Property and contains a mix of neighborhood serving retail uses and/or a restaurant. Building B is a 12,927 square foot day care building to be located on the southern half of the Subject Property. Approximately 10,318 square feet of outdoor amenity space is provided on site, including an outdoor seating area abutting the retail/restaurant building on three sides and pedestrian connection throughout the site that connect the daycare, and retail buildings to the proposed sidewalk on Travilah Road. Approximately 9,468 square feet of outdoor space behind the daycare will be fenced to provide a safe, enclosed playground/recreation area.


The White Flint Pike District project provides the new construction and reconstruction of highways and arterial roads including their intersections and the major relocations of the affected utilities within White Flint District. The vision for the White Flint District is to improve sidewalks, bikeways, trails, paths, public use space, parks and recreational facilities, mixed-use development, and enhanced streetscape and transit-oriented development around the Metro station.

Public invited to provide testimony on draft plan that adds roads to the program and updates details for roads already included in the program

The Montgomery County Planning Boardwill hold a public hearing for the Rustic Roads Functional Master Plan Update on November 17 at 6 p.m. The public is invited to provide testimony in-person or virtually. The Montgomery County Planning Department and Dallas-based nonprofit Better Block Foundation worked with the Fairland and Briggs Chaney to bring to life the goals of the Fairland and Briggs Chaney Master Plan. The Fairland and Briggs Chaney Placemaking festival temporarily reimagined the Briggs Chaney Park and Ride on October 21 and 22, 2022 (video recap below).

The effort brought together residents, visitors, local business owners, and representatives of civic associations to make the space a vibrant place for the community to gather. Community members worked with the Better Block team through the summer and fall to build, paint, and construct their ideas and bring them to life. The transformed outdoor space hosted food and retail vendors, Montgomery Parks’ activities and features, and a welcoming place for residents to gather with their family, neighbors and friends during the public celebration.
