Montgomery Parks to Begin Phase Two of Little Falls Parkway Pilot Project in October

The project aims to develop a linear park on two lanes of the four-lane parkway. Montgomery Parks, part of The Maryland-National Capital Park and Planning Commission, will again reconfigure lanes on Little Falls Parkway for Phase Two of the pilot project to repurpose two lanes of the parkway between Arlington Road and Dorset Avenue and create a linear park. Work is scheduled to begin on Monday, October 17, 2022. The new park will add much-needed recreational space in an area where land is at a premium, and adjacent to the Capital Crescent Trail – one of the most popular trails in Montgomery Parks’ system.

The ultimate planned linear park will be located on a portion of Little Falls Parkway that was previously part of Montgomery Parks’ Open Parkways program between River Road and Arlington Road (1.3 miles). That portion of the Open Parkways program was suspended last summer, to study the operational effects of permanently reducing a segment of the Parkway from four lanes to two. Phase One of the pilot project implemented a road diet from Arlington to Dorset, with one lane in each direction and a median in the middle of the traffic flow. MCDOT and Parks independently completed several rounds of traffic counts during Phase One of the pilot and determined that Little Falls Parkway functioned well with two lanes, allowing the project to proceed to Phase Two.

Per MCPD: The Montgomery County Police Department is assisting Maryland State Police for a large traffic backup on I495 at Georgia Avenue and Colesville Road. Drivers are advised to seek an alternate route. Expect significant delays.

Traffic Incident Closes Beall Ave in Rockville; Significant Delays Expected

Per Montgomery County Police: Beall Avenue is closed in both directions, between Upton Street and N. Van Buren Street, as the result of a traffic collision. Drivers are advised to seek an alternate route. Expect significant delays.

Rockville Police: 10/4/22 – 7:45 a.m.: Due to a traffic incident, police activity has closed Beall Ave at N. Van Buren St and Forest Ave. Seek alternative routes.

New Law Takes Effect This Saturday, October 1; Governor Hogan Proclaims October as Move Over Awareness Month

“Moving over and slowing down when passing a vehicle stopped on the highway isn’t just a matter of following the law—it is about saving lives,” said Governor Hogan. “This is especially critical to protect the crews and first responders who are working on the roads within inches of fast-moving traffic. We can all do our part to make sure that everyone gets where they’re going safely.”

The governor is issuing this proclamation today as part of a unified statewide effort—including an event being held this afternoon in Upper Marlboro featuring attendees from the Maryland Department of Transportation (MDOT), the Maryland Transportation Authority (MDTA), the Maryland General Assembly, and AAA Mid-Atlantic.

Traffic: Several Road Closures Due to Gas Leak at Pike & Rose

Josiah Henson Pkwy and Town Rd are currently closed due to a damaged gas line near Pike & Rose. According to Chief Spokesperson for Montgomery County Fire and Rescue Services Pete Piringer, construction workers struck a high pressure gas line along Town Rd. HazMat crews are currently on the scene and MCFRS is currently on standby. The Block Food Hall has been evacuated as a precaution. No residential occupancies appear to be directly involved. We will post an update when more information becomes available.

Overturned Tractor Trailer Closes Several Lanes of MD200 on Monday

Montgomery County Fire and Rescue Services responded to the scene of a collision Monday morning around 10am that involved an overturned tractor trailer. The incident occurred on the ICC (MD200) prior to US-29. According to Chief Spokesperson for MCFRS Pete Piringer, HazMat is currently on the scene to clean the fuel spill (Maryland Department of Energy is pumping off 150 gallons of diesel.)

I-270 & Beltway Toll Lanes to Be Built By Tutor Perini

Tutor Perini Corporation, a civil, building and specialty construction company, announced that it has been selected by Accelerate Maryland Partners LLC (“AM Partners”) as the design and construction contractor for Phase 1 South of the New American Legion Bridge I-270 Traffic Relief Plan, one of the largest civil works projects ever undertaken in the United States. Tutor Perini was selected by AM Partners to design and construct both the Phase 1 South A and Phase 1 South B components of the project. Tutor Perini’s team includes O&G Industries (for Phase 1 South A), the Company’s subsidiary – Lunda Construction (for Phase 1 South B), as well as Parsons Corporation as the lead designer for both Phase 1 South A and B components.

Phase 1 South and Phase 1 North of the New American Legion Bridge I-270 Traffic Relief Plan are expected to generate $12.6 billion in construction-related economic activity, support 43,400 job-years of employment (a job-year is one job lasting for one year) and boost regional labor income by more than $3.3 billion, based on a 2022 assessment report conducted by the Center for Regional Analysis at George Mason University. Phase 1 South is a multi-billion dollar construction project.

Brookeville Road Closure Extended Into November

On September 19, the Maryland State Highway Administration announced that the current closure of Brookeville Road, between Georgia Avenue (MD-97) ,and Grayheaven Manor Road, has been extended through late November. According to the State Highway Administration, the newly–extended duration of the Brookeville Road closure will allow contractors to efficiently complete Brookeville Bypass construction tasks.

MD 97 has a 90-degree curve at Market Street, which is accompanied by a steep hill.

MDOT Releases Record $19.9 Billion Draft Six-Year Capital Budget Plan

The Maryland Department of Transportation (MDOT) today released its Draft Consolidated Transportation Program (CTP) for fiscal years 2023 to 2028, outlining a record $19.9 billion six-year investment to replace and repair aging infrastructure, expand transit opportunities, assist Maryland’s economic recovery and preserve and expand the state’s transportation network.

The Draft FY 2023-2028 CTP is nearly $2.2 billion more than the $17.7 billion Final FY 2022-2027 CTP released in January. That increase is the result of factors including $1.3 billion in additional federal formula funds from the bipartisan Infrastructure Investment and Jobs Act (IIJA) passed by Congress last fall, as well as improved post-pandemic revenue estimates and an increased share of state corporate income tax revenue allocated to MDOT.

Virtual Public Hearing on the Proposed Abandonment of a Public Alley off Bayard Boulevard in Bethesda to be Held on Wednesday, Sept. 21

Per MCDOT: On Wednesday, Sept. 21 starting at 1 p.m., the Montgomery County Department of Transportation (MCDOT) will hold a virtual public hearing on the proposed abandonment of a public alley on the basis that there is no current or anticipated future public use. The public will have an opportunity to present oral or written testimony.

The applicants, Benjamin and Michele Oshman, are seeking the abandonment of a portion of a 15-foot wide Public Alley covering approximately 301 square feet behind their property located at 4803 Bayard Boulevard, Bethesda, MD 20816. The petition seeks to abandon a portion of the Public Alley which was established initially in connection with a Subdivision Plat dated Oct. 8, 1920 and entitled “Crestview” on the basis that there is no current or anticipated future public use of the alley.

Town of Kensington Releases Connecticut Avenue Corridor Pedestrian and Bicycling Access and Safety Study

Per MCDOT: The Town of Kensington has released a pedestrian and bicycling access and safety study for a portion of Connecticut Avenue. The Connecticut Avenue Corridor Pedestrian and Bicycling Access and Safety Study gives three alternatives for the layout of Connecticut Avenue and identifies additional safety and connectivity improvements for the surrounding area. The study will be used in the creation of the Town’s Bicycle and Pedestrian Priority Area (BPPA) Plan.

The study specifically focused on Connecticut Avenue (MD 185) between Knowles Avenue and University Blvd (MD 193). Secondary study areas included Knowles Avenue (MD 547), Plyers Mill Road, Howard Avenue and University Blvd (MD 193), which have significant connections between Connecticut Avenue (MD 185) and popular Town destinations and neighborhoods.
