The Montgomery County Office of Emergency Management & Homeland Security (OEMHS) issued the following alert at 6:44am on Tuesday, April 2: “Overturned tractor trailer blocks the left two lanes of the Inner Loop of I-495 just before Exit 39 (River Rd/MD 190).
