The Defendants Used Fraudulent Debt Elimination Classes to Financially Defraud Victims and Obtain Their Personal Identifying Information

Per the U.S. Attorney’s Office, District of Maryland– A federal jury returned guilty verdicts yesterday convicting Willie Lamont Hicks, a/k/a “Will Woodward” and “CW,” age 50, of Kansas City, Missouri, and Mary Ann Mendoza, a/k/a “Mary Ann Manuel,” “Trinity,” “M3,” and “Emily James,” age 49, of Gaithersburg, Maryland, on federal charges of wire fraud and conspiracy to commit wire fraud and mail fraud related to a debt elimination and wealth management fraud scheme.


The investigation by detectives has revealed the suspects arrived at the location in a vehicle, forced entry into the store, stole an undisclosed amount of merchandise and left the scene.


Per MCPD: Detectives from the Montgomery County Department of Police – 3rd District Investigative Section are investigating a commercial burglary that occurred in the 10200 block of New Hampshire Ave. in Silver Spring, on Thursday, September 28, 2023. Detectives have released surveillance video of the suspect and are asking for the public’s assistance in identifying the person.

The investigation by detectives has revealed that at approximately 2 a.m., the suspect forced entry into the business by breaking a front glass window, stole merchandise and left the store.


According to the Montgomery County State’s Attorney’s Office, “In the Circuit Court for Montgomery County, MD, before the Honorable Cheryl McCally, and after a three week trial, a jury found defendants, Malik Hney, 16, of Kensington, and Malachi Hney, 17, of Kensington, guilty of Conspiracy to Commit First-Degree Murder for the death of Taon Lamont Cline, 20, of Frederick, MD. Cline was fatally shot along the 19500 block of Gunners Branch Rd. in Germantonon April 22, 2022.

The jury returned its verdict late in the afternoon yesterday, October 3rd. 2023. The Hney brothers each face the potential of life in prison when they are sentenced. The sentencing date is TBA.  The investigation revealed the defendants and two additional juvenile co-defendants were involved in an ongoing dispute between gangs in the Germantown and Gaithersburg areas. The victim was associated with a rival gang.”


Per the U.S. Attorney’s Office, District of Maryland – A federal grand jury has returned an indictment charging Satbir Thukral, age 61, of Germantown, Maryland, for interference with commerce by extortion, and attempted witness tampering. The defendant had an initial appearance on September 29, 2023, in U.S. District Court in Greenbelt before U.S. Magistrate Judge Ajmel A. Quereshi.

Jacobs, Special Agent in Charge of the FBI Washington Field Office. “Today’s indictment is an example of an important partnership with TIGTA and the work we do every day towards our common goal. The FBI will not relent in our mission to root out corruption and fraud within the government, and to hold those accountable who put greed above their trusted positions.”

Detectives from the Montgomery County Department of Police – Major Crimes Division are investigating a commercial armed robbery that occurred on Monday, October 2, 2023, at Dawson’s Market in the 200 block of N. Washington St. in Rockville.


The Gaithersburg Police Department is investigating a stabbing that occurred on Monday, October 2. According to police, “Detectives are investigating a stabbing that occurred in the area N. Summit Ave & Park Ave. Today at approx 3:16 p.m., ofcs located a 27-years-old male victim suffering from lacerations. The victim was transported to an area hospital with non-life threatening injuries.”

Per MCPD: Detectives from the Montgomery County Department of Police – Major Crimes Division are asking for the public’s assistance in locating 21-year-old Naseem Roulack, who is wanted in connection with an armed carjacking that occurred on Friday, September 1, 2023.

At approximately 12:05 a.m., 6th District officers responded to the 400 block of W. Deer Park Rd., for the report of an armed carjacking that occurred earlier. Detectives have determined that the adult female victim was sitting in her blue 2016 Nissan Sentra when the unknown suspect approached the suspect, pointed a black handgun at her and demanded her car.


The Howard County Sheriff’s Office is mourning the loss of one of its own after Deputy Ryan Demby was shot and killed Thursday night following an altercation at a Baltimore bar. The Sheriff’s Office released the following statement on Friday:

“The Howard County Sheriff’s Office is mourning the shocking and tragic loss of an off-duty deputy who was shot and killed in Baltimore last night. Deputy Ryan Demby was in a bar around midnight when a verbal argument broke out between other patrons. During the altercation, shots were fired and Deputy Demby was struck. The Baltimore Police Department is actively investigating the incident. Our hearts are broken for the Demby family, Ryan’s friends and colleagues, and our entire sheriff’s office family. We will continue to keep our community updated and are grateful for your support during this difficult time.”


Per MCPD: Detectives from the Montgomery County Department of Police – Major Crimes Division are asking for the public’s assistance in identifying the six suspects who committed an armed carjacking in Silver Spring.

On Friday, September 22, 2023, at approximately 8:30 p.m., 3rd District officers responded to the 11600 block of Lockwood Drive for the report of an armed carjacking that just occurred. Detectives have determined that the victims were attempting to park their red 2016 Toyota Highlander, when an unknown gray 4-door sedan, pulled up behind them, blocking them from pulling away. Two suspects immediately exited the gray sedan, approached the victim’s vehicle and displayed handguns. The suspects forced the victims to get out of their car. The suspects then left the scene in the stolen vehicle, followed by the unknown gray 4-door sedan.


Montgomery County Police responded to an armed carjacking on Wednesday, September 27 in Silver Spring. According to police, “At approximately 9:49 p.m., MCPD responded to the 8300 block of Garland Ave. for the report of an armed carjacking. The suspects stole the victim’s vehicle and fled the scene. No injuries have been reported. There are no suspects in custody at this time.  This is an active and ongoing investigation.”

According to public safety reported Cordell Pugh, the vehicle stolen was a red 2016 Kia Sorento with Virginia plates. We will provide an update if additional information becomes available. Featured image courtesy of Google Maps.
