Former President Joe Biden, known for his well-documented love of ice cream, has been spotted for the second time this week at a Baskin Robbins location here in Montgomery County, Maryland. The casual stops, this time in Downtown Bethesda (4905 Cordell Ave.), have drawn attention from local residents and media alike.
