Rockville Police Respond to Report of Attempted Carjacking; Two in Custody

On 10/3/22 at 11:55 a.m. Rockville City Police responded to the area of E. Middle Lane and Helen Heneghan Way for the report of an attempted carjacking.

Officers met with witnesses who stated they heard a woman screaming and observed three males assaulting a female in the parking garage in the 300 block of Hungerford Drive. The witness attempted to intervene when one of the subjects pointed a handgun and fled on foot. The female victim advised officers that while parking her vehicle, the three men approached her, demanded her keys, and when she refused, they physically assaulted her.

Montgomery County Police Department Warns of Phone Scam

Montgomery County Police Sergeant Shing Yuen recently shared a warning of a phone scam on the popular Nextdoor app. The scam involves the scammer disguising their number to make it look like it’s coming from a local police station (the caller ID would show the number of the local station). The scammer, acting as an officer, then states that the resident myst make a payment for a made up infraction and instructs the resident to make the payment through various methods. “Phone Scam Alert! Over the last several weeks, Montgomery County residents have received calls from a person stating that he/she is a Montgomery County Police (MCP) Officer. The scammer has “spoofed” (disguised) his number to make it appear that the call is coming from a Police Station. There are variations of this police impersonator scam but generally, the “officer” states that the resident has to make payment – for a bond, warrant, missed court hearing, or fine.

FBI Seeking Info About “Red Hat Guy” Who is Wanted For Montgomery County Bank Robbery

The Baltimore office of the Federal Bureau of Investigation (FBI) has tweeted that it’s “seeking info about the “Red Hat Guy”, wanted for committing a bank robbery on September 16, 2022, in Silver Spring, Maryland. The suspect displayed a black handgun and is described as a White male, 50 to 60 years old, and 6’0″ to 6’2″ (tweet below)”

At approximately 12:25 p.m., 3rd District Officers responded to the location for the report of an armed bank robbery that just occurred. The investigation by detectives has determined that the suspect entered the bank and approached an employee. The suspect displayed a black handgun and demanded money. The employee handed over an undisclosed amount of money to the suspect who then left the bank.

Man Stabbed at Adult Soccer Game Outside of Argyle Middle School on Sunday Evening

A call went out at approximately 6:50 p.m. for a fight that occurred at an adult soccer game at Argyle Middle School. One adult male was stabbed and suffered non-life-threatening injuries. He was taken to a local trauma center.

Approximately 30 people were involved in this fight and we have been told that there were over a hundred people in attendance. There is no one in custody at this time and this is not an MCPS related incident. The investigation is ongoing.

Gaithersburg/Northwest High School Football Game Called Off Following Altercation Between the Teams

Police were called to Gaithersburg High School at approximately 8:23 p.m. for a fight between the two football teams (video below). Additional units were requested for crowd control and dispersal.

One person was arrested that was in possession of a knife. We don’t have information on whether that person is a juvenile or adult. The game was cancelled and police are working right now to make sure people are leaving the area. We’ll have additional information as soon as it’s available.

Public Safety Career Fair to be Held on Saturday, Oct. 22, in Gaithersburg

Per Montgomery County: In partnership with Montgomery County’s public safety departments, its Office of Human Resources will hold a two-session Public Safety Career Fair for job seekers 18-and-over on Saturday, Oct. 22, at the County’s Public Safety Training Academy in Gaithersburg. The County is seeking to fill more than 100 positions across the County’s public safety cluster.

The Public Safety Training Academy is located at 8751 Snouffer School Rd. in Gaithersburg. The Public Safety Career Fair will have a morning session from 9-11 a.m. and an afternoon session from 1-3 p.m. Attendees are encouraged to register in advance at www.montgomerycountymd.gov/JOBFAIR.

Police Asking For Public’s Assistance in Locating Missing Woman

Per MCPD: Detectives from the Montgomery County Department of Police – Silver Spring Investigative Section are asking for the public’s assistance in locating a missing woman. 23-year-old Breasia Carey is believed to have been in the 8000 block of 13th St. in Silver Spring. Her last communication was on Saturday, September 10.

Carey is 5-feet, 1-inch tall and weighs 140 pounds. It is not known what she was wearing when she went missing. Police and family are concerned for her mental and physical welfare.

On Saturday night, September 10, Harper suffered a serious medical emergency and unfortunately passed away due to complications.

Defendant in Fifty-One-Year-Old Cold Case Ordered Held Without Bond

Today in the District Court for Montgomery County, in Rockville, MD, Judge Aileen Oliver ordered defendant, Larry Smith, 71, of Little Falls, NY, held without bond pending trial. A preliminary hearing was scheduled for October 7^th at 9:30 am. Smith, (a.k.a. Larry Becker) is facing murder charges for the death of Montgomery County Special Deputy Sheriff Captain James Tappen Hall in 1971.

Detectives from the Montgomery County Department of Police – Major Crimes Division Cold Case Unit arrested 71-year-old Larry David Smith (also known as Larry David Becker) last week for killing Montgomery County Special Deputy Sheriff Captain James Tappen Hall, in 1971. On Saturday, October 23, 1971, at approximately 10:40 p.m., Montgomery County Police officers were called to the Manor Country Club in the 14900 block of Carrolton Rd. in Rockville, MD, after witnesses reported a man lying face down in the southeast parking lot. Officers arrived at the scene and located Captain Hall suffering from a gunshot wound. Hall was transported to an area hospital where he succumbed to his injuries on October 26, 1971. Investigators believe that Hall interrupted a residential burglary in progress.

Governor Hogan Announces More Than $13 Million in Highway Safety Grants, Including Over $150,000 to the Montgomery County Police Department

“Since the beginning of our administration, we have worked to ensure safety on our highways through innovative projects and partnerships,” said Governor Hogan. “These grants will continue to help reduce crashes and fatalities all across the state and ensure highway safety remains a top priority.”

In 2021, there were 562 traffic deaths on Maryland roadways, including 131 pedestrians and six bicyclists. While that number is a decrease compared to 2020 when the state had 573 fatalities, including 138 pedestrians and 15 bicyclists, police reports continue to show speed, impairment, and inadequate or improper seat belt use as the most common contributing factors in motor vehicle fatalities.

Application Deadline Extended to Fill Vacancy on Policing Advisory Commission

The 15-member Commission consists of nine voting public members nominated and appointed by the County Council; four voting public members nominated by the County Executive and appointed by the County Council; and two non-voting ex officio members appointed by the County Council: the Police Chief or the Police Chief’s designee, and the President of an employee organization certified under Article V of Chapter 33 (Fraternal Order of Police Lodge 35) or the President’s designee.

The Commission must: 1) advise the Council on policing matters; 2) provide information regarding best practices on policing matters; 3) recommend policies, programs, legislation, or regulations; 4) comment on matters referred to it by the Council; 5) conduct at least one public forum each year for community input on policing matters; 6) accept correspondence and comments from members of the public; and 7) engage in public education. The Commission must submit an annual report to the Executive and Council on its functions, activities, accomplishments and plans and objectives, by July 1 of each year.
