Man Sentenced For Murdering his Mother in 2018

Judge Harry Storm sentenced defendant, Kevin McGuigan, 24, of Rockville, MD, to life in prison suspend all but 80 years. On December 14th, 2021, McGuigan pleaded guilty to first-degree murder for the death of his mother, Jaclyn McGuigan.

Per the charging documents:

“On December 28, 2018 at approximately 6:00 PM, the Montgomery County Police Department responded to St. Raphael Catholic Church located at 1513 Dunster Road Potomac, Montgomery County Maryland 20854 for an assault. Upon arrival, Police Officer Marquez observed an unresponsive white female lying on the ground. Suspected blood was on and around the female. Trauma was visible on the female’s neck. The trauma appeared to have resulted from an unknown cutting weapon. Montgomery County Fire Rescue and Services responded and attempted life-saving efforts with negative results. The female, later identified as Jaclyn McGuigan, was pronounced deceased on the scene.

The writer responded to 1513 Duster Road and conducted witness interviews. Witnesses 1 and 2, who wish to remain confidential due to fear of reprisal from the suspect, heard loud screaming from outside the front doors of the location shortly before 6:00 PM. The witnesses proceeded towards the screaming voice and observed a female lying on the ground. Standing overtop the female was a white male with dark hair, approximately 23 years of age, and a medium build. As the witness’ exited the building to check on the female, the white male fled towards the parking lot. Witness 1 followed the male and observed him enter a Honda sedan bearing Maryland registration 5CX2535. The vehicle exited the parking lot and continued towards Falls Road. Witness 1 returned to the injured female and called 911 to report the incident. The witness’ began CPR until First Responders arrived on scene and took over life-saving efforts.

A check was conducted on Maryland registration 5CX2535 through the Motor Vehicle Administration (MVA). The MVA return showed the vehicle registered to Jaclyn McGuigan, a W-F DOB 1/29/1969. The writer confirmed the identity of the female by comparing her face to Jaclyn’s McGuigan Motor Vehicle Administration photograph. At 6:49 PM, the vehicle was located at Falls Grove Park, which is in close proximity to the crime scene.

During the investigation the writer received information that Jaclyn McGuigan’s son, Kevin Justin McGuigan W-M DOB 04/24/1997 5’05 155lbs, was known to drive the above referenced vehicle. Kevin’s physical descriptors are similar to those of the suspect provided by the witnesses. Further information obtained identified Kevin’s cellular phone number to be 240-723-7007. Investigators dialed this number and observed the phone ringing inside the above referenced vehicle at Falls Grove Park. Suspected blood was on the phone.

The writer and Detective Ruvin responded to 4 Marwood Court. Rockville, Montgomery County Maryland 20850 and made next of kin (notification to Jacob and Kaitlan McGuigan (children of Jaclyn). During next of kin notification, Jacob immediately asked if Kevin killed their mother. Jacob continued that Kevin had tried to kill him by strangulation approximately two years ago. Jacob did not report his incident to police. Kevin was currently not residing at 4 Marwood Court. Kaitlan advised she was with her mother and Kevin earlier in the day. At approximately 5:30 PM, Kevin and Jaclyn left 4 Marwood Ct. in the above referenced Honda Accord to an undisclosed location. Kaitlin continued that earlier in the day, Kevin called his mother from his cellphone and requested to meet with her later in the day. Kaitlin received this information from her mother. At the time of this writing, it is unknown what Kevin intended to discuss with his mother. Kaitlin stated that Kevin carries a folding knife on his person.”
