The proposal would codify existing county policies by prohibiting discriminatory practices, ensuring access to services regardless of immigration status, and safeguarding residents’ privacy.

Briefing: The ECON Committee will receive a briefing about County economic development grants, which will include a fiscal and program update on the status of all grants and a summary of all noncompetitive contracts funded by the County. The County currently offers two categories of grants. The first type of grant is provided to businesses and investors through the Economic Development Fund and J.O.B.S. Initiative. The second type of grant is provided to noncompetitive contracts awarded to providers of business support services through the Small Business Support Services NDA and the Office of the County Executive. The City of Rockville will prohibit plastic carryout bags at most businesses beginning Jan. 1 after the Rockville Mayor and Council voted to adopt Montgomery County’s Bring Your Own Bag Law, which aims to reduce waste and encourage reusable bag use.

Earlier in 2025, the former NFL quarterback and nationally-known advocate for social justice addressed Montgomery County Public Schools leaders at the superintendent’s Administrative & Supervisory meeting. His message then centered on “challenging systems and championing justice,” themes consistent with his community and advocacy work since leaving the NFL.
