The Montgomery County Department of Housing and Community Affairs (DHCA) released its annual Troubled Property report showing a 69% decrease in units on the Troubled Properties list and a 57% decrease in units on the At-Risk Properties list for Fiscal Year 2025, attributing the improvement to stronger enforcement, rent stabilization measures, and increased landlord compliance with housing code violations.
