On Monday, Montgomery County Executive Marc Elrich vetoed Expedited Bill 2-25, which would have provided a 20-year, 100% property tax exemption for converting underused commercial buildings into rental housing, arguing it lacked fiscal safeguards, offered excessive benefits to developers without proven need, and could harm county revenues, racial equity, and community stability.
