Justin Riggs, 35, of Smithsburg, Maryland, who was serving as a Maryland State Trooper, pleaded guilty yesterday to federal charges of Conspiracy to Distribute and Conspiracy to Possess with the Intent to Distribute Controlled Dangerous Substances, Use of a Communication Facility in Causing or Facilitating the Conspiracy to Distribute Controlled Dangerous Substances, and Travel Act-State of Maryland Bribery.

U.S. Customs and Border Protection (CBP) officers at Washington Dulles International Airport seized 257 pounds of dried opium poppy pods between February 12 and February 21, 2025, from 81 shipments originating in Madrid, Spain. The controlled substances, often used to make narcotic “poppy tea,” were mislabeled as decorative items and destined for multiple addresses across the U.S., with CBP officers seizing them for destruction as part of ongoing efforts to prevent illicit drug imports. Nearly 20 years after the last CHI-CHI’S restaurant closed, the beloved Mexican chain is set to make a comeback. In December, it was announced that Michael McDermott, son of CHI-CHI’S founder, had secured the rights to use the CHI-CHI’S name on physical restaurant locations through an agreement with Hormel Foods, which owns the brand’s trademarks.

Brown announced that Rhonda Keisha Powell of Upper Marlboro was sentenced to 45 days in jail, five years of supervised probation, and ordered to pay $58,373 in restitution after pleading guilty to felony insurance fraud for filing false claims with USAA in 2020 and 2022. On Thursday, February 20, Deputy First Class Roush of the Frederick County Sheriff’s Office (FCSO) initiated a pursuit of a suspicious white Nissan that turned out to be stolen ended with the arrest of four suspects at Sheetz in Gaithersburg.
