In September 2023, APAH completed the purchase of 170 apartments at the Falkland Chase apartment community in downtown Silver Spring, MD from seller JBG Smith. APAH is envisioning a phased redevelopment of approximately 1,250 brand new apartments for this site with a large percentage targeted as affordable for residents with incomes at or below 60% of the Area Median Income (AMI).
Upon vacancy and/or turnover, the existing 170 garden-style apartments will be leased at rents affordable to residents earning 60-65% AMI until the redevelopment begins. While the North parcel of Falkland Chase purchased by APAH is already entitled for the 1,250 new units, APAH intends to modify the existing site plan to maximize the affordability of the future community.

Press release per the U.S. Department of Education: “The Biden-Harris Administration marked a critical step forward in its efforts to deliver student debt relief to as many borrowers as possible through negotiated rulemaking under the Higher Education Act, even as extreme House Republicans threaten a government shutdown that would hurt families, communities, and our economy. The U.S. Department of Education (Department) today released an issue paper laying out its initial set of policy considerations to create a path to debt relief for student loan borrowers in need. The paper identifies five questions about distinct categories of affected borrowers for which the Department is seeking feedback. This includes questions about borrowers whose balances are greater than what they originally borrowed, whose loans first entered repayment decades ago, who attended programs that did not provide sufficient financial value, who are eligible for relief under programs like income-driven repayment but have not applied, and borrowers who have experienced financial hardship and need support, but for whom the current student loan system does not adequately address.
“The Biden-Harris Administration has taken unprecedented action to fix the broken student loan system and deliver record amounts of student debt relief,” said U.S. Secretary of Education Miguel Cardona. “Now, we are diligently moving through the regulatory process to advance debt relief for even more borrowers. Today, after considering more than 26,000 public comments on how to tailor this relief, we are releasing this additional information about this effort. We’re committed to standing up for borrowers and making sure that student debt does not stop anyone from climbing the economic ladder and pursuing the American dream.”

Per the Maryland Attorney General’s Office: Maryland Attorney General Anthony G. Brown today joined a coalition of 19 Attorneys General in calling for further protections when student loan payments resume on October 1. Over 40 million borrowers are set to resume making payments following a three-and-a-half-year pandemic payment pause. In that time, a majority of loans were transferred to new servicers. Congress passed a law in June barring further extensions of the payment pause.
Although significant steps have been taken to transform the flawed federal student loan repayment system, including creating SAVE – the new, more affordable income-driven repayment (IDR) plan – and restoring borrowers’ credit toward the Public Service Loan Forgiveness Program, the coalition cautions that current circumstances are likely to create serious and widespread loan servicing problems, especially as the U.S. Department of Education itself appears to lack capacity to assist borrowers, oversee servicers, and enforce borrower protections during the return to repayment.
My office has been in close contact with the Howard County Sheriff’s Office, and I have personally spoken with Sheriff Harris. We will continue to monitor this situation closely as the Baltimore Police Department carries out a full and thorough investigation into this matter.”
Deputy Ryan Demby was shot and killed Thursday night following an altercation at a Baltimore bar.
Montgomery County Police responded to the reports of shots fired on Saturday, September 30. According to police, “MCPD responded to the 9300 block of Piney Branch Road at approximately 12:17 a.m., for the sound of shots. No victims were located at that time. A short time later officers became aware of an adult male at an area hospital, suffering from a gunshot wound. The injuries are believed to be non-life-threatening at this time.”
Public safety reporter Cordell Pugh tweeted the following, “12:20AM Saturday, outside the Forest Park Apartments off Piney Branch Road (Montgomery County, MD near the Northwest Branch). Per MSI: Montgomery Soccer Inc (MSI), a premier youth soccer organization in Montgomery County, Maryland has signed on as an official league operator of MLS GO. Powered by Major League Soccer, MLS GO, is a recreational soccer program designed to increase participation and access for boys and girls outside of the existing soccer ecosystem. This initiative is poised to revolutionize youth soccer development and extend its benefits to all communities within the county.
In addition to offering state-of-the-art soccer training resources, MSI will introduce MLS GO via their comprehensive after-school programs for all children. These programs will not only impart soccer skills but will also promote character development, teamwork, and life skills, using soccer as a vehicle for personal growth. The program will be implemented with support from RCX Sports, the leaders in youth sports experiences, who have partnered with MLS to operate and manage MLS GO.
Germantown, Maryland-based biotech company Deka Biosciences (“Deka”) announced that it has successfully closed a USD $20 Million Series B2 financing with a syndicate of life science investors led by MPM BioImpact. The proceeds of the financing will support the advancement of Deka’s pipeline and drug product manufacturing as they continue clinical trials following the receipt of a notice to proceed letter from the FDA for their investigational new drug (IND) application to evaluate DK210 (EGFR). Additionally, Detlev Biniszkiewicz, Ph.D. of MPM-BioImpact, will join the Deka board. Deka Biosciences is located on the Montgomery College Germantown campus at 20378 Seneca Meadows Pkwy. Thus far, we have established safety and clear signs of immune activation in our first 2 cohorts. We are encouraged by these results and believe that this combined approach will result in safer, more efficacious, and cost-effective immunotherapies.”
Montgomery County Public Schools (MCPS) is paying $9.7 million to settle the lawsuits against the Montgomery County Board of Education, former Damascus High School principal Casey Crouse, former football coaches Vincent Colbert and Eric Wallich, and former athletic director Joseph Doody, stemming from the sexual assault in the boy’s locker room at Damascus High School in October of 2019.
In a FOX 5 report, the victim’s attorneys shared that they believe this is the largest settlement of its kind in Maryland history. “The Board Of Education has agreed to pay these four young men who were sexually assaulted at Damascus High School a total of $9.7 million dollars, and that appears to be appears to a record settlement in the State of Maryland,” said attorney Timothy Maloney.” MCPS wrote in a statement to FOX 5, that they have “taken extensive measures to prevent such incidents from happening in the future. This is protocol rooted in an increase in monitoring and oversight of all locker rooms across our school district.“
