Montgomery County is increasing the 2025 Voluntary Rent Guideline (VRG) to 3.3 percent, up from 2.6 percent in 2024, to reflect changes in the rental component of the Consumer Price Index. While the guideline is voluntary for most rental properties, it is mandatory for units under the Moderately Priced Dwelling Unit (MPDU) program and other regulatory agreements.

The county offers affordable public transit options, with a fare of $1 per ride, and has been increasing bus service with high-frequency routes and improvements to enhance efficiency.

Maryland Attorney General Anthony Brown and 19 other attorneys general filed an amicus brief in Wilcox v.
