The Planning, Housing and Economic Development (PHED) Committee will meet on Monday, Oct 3, at 9:30 a.m. to review Zoning Text Amendment (ZTA) 22-03, Overlay Zone – Downtown Silver Spring (DSS), SMA H-146, Silver Spring Downtown and Adjacent Communities Plan and ZTA 22-01, Antenna on Existing Structure – Use Standards.
The members of the PHED Committee include Chair Hans Riemer and Councilmembers Andrew Friedson (Lead for Parks) and Will Jawando.
The intent of the Move Over law is to provide an extra barrier of safety for motorists, along with police officers, fire fighters, emergency medical service personnel and utility workers working on Maryland roads. It is hoped that drivers will become more aware of police and emergency workers and others stopped along the road and move away from them or slow down as they pass by the traffic stop or incident scene.
This movement should only be done if another lane in the same direction is available and the move can be made safely and without impeding other traffic. If moving to another lane away from the stopped vehicle is not possible, the law requires drivers to slow to a reasonable and prudent speed that is safe for existing weather, road, and vehicular or pedestrian traffic conditions.

ANNAPOLIS, MD—Governor Larry Hogan today announced statewide preparedness efforts as the remnants of Hurricane Ian move up the mid-Atlantic, leading to coastal flood and gale warnings in the region. Earlier this week, the governor announced the deployment of an Incident Management Team to the State of Florida to assist with the response.
“In addition to sending personnel to Florida to help with the response to Hurricane Ian, we have been preparing on all fronts to deal with the remnants of the storm,” said Governor Hogan. “As we always emphasize with potential flooding events, it is critical for drivers to avoid rising waters—‘turn around, don’t drown.’ We advise Marylanders to watch the forecast closely throughout the weekend and heed local warnings.”
Aragon-Soto is 5-feet, 1-inch tall and weighs 180 pounds. She has light brown eyes and brown hair. She was last seen wearing a black hoodie, blue jeans and white Crocs. She was also carrying a brown Adidas backpack.
The investigation by detectives revealed that Aragon-Soto took the Amtrak Train to Philadelphia and then to Chicago. Police and family are concerned for her welfare.

Kevin Plank, founder of Under Armour, grew up in Kensington. He is the youngest of five brothers born to William and Jayne Plank. His father was a prominent real estate developer who passed away in 1993. A local project of his was the Al Marah subdivision off River Road, just off of exit 39 on the Beltway. His mother was the mayor of Kensington for 8 years, from 1974-1982. She went on to direct the Office of Legislative and Intergovernmental Affairs at the United States Department of State under President Ronald Reagan, and was a real estate broker until the early 2000s. This morning we were able to confirm that The 31st annual Taste of Bethesda, originally scheduled for Saturday, October 1st, has been cancelled due to inclement weather.
The event typically features Bethesda’s best restaurants, five stages of live entertainment, an activity area for kids and more. The event was scheduled held along Norfolk, St. Elmo, Cordell, Del Ray and Auburn Avenues in Bethesda’s Woodmont Triangle. Taste of Bethesda would have been located just three blocks from the Bethesda Metro.
Clara Barton touched many lives as the Civil War’s “Angel of the Battlefield” and later as president of the American Red Cross. Behind the scenes, others supported her efforts and kept her household running smoothly. Among the many Black people Barton employed over the years, none maintained a closer, longer-lasting relationship with Barton than Emma Jones of the Gibson Grove community in Cabin John. The story of their relationship will be the subject of a Montgomery History online presentation at 2 p.m. on Tuesday, Oct. 4.
In “The Nurse and the Midwife: The Story of Clara Barton and Emma Jones of Gibson Grove,” researcher Paige Whitley traces the relationship from its beginnings and Jones’ own successful career as a midwife in lower Montgomery County. Today, a federal jury convicted Luis Flores-Reyes, a/k/a “Maloso,” “Lobo,”’ and “Viejo Lovvon,” age 41, of Arlington, Virginia; Jairo Jacome, a/k/a “Abuelo,” age 40, of Langley Park, Maryland; and Brayan Contreras-Avalos, a/k/a “Anonimo,” and “Humilde,” age 27, of Langley Park, Maryland, on federal charges related to a racketeering enterprise known as La Mara Salvatrucha, or “MS-13.” Jacome and Flores-Reyes were also found guilty of murder in aid of racketeering. Jacome was convicted of an extortion conspiracy and Flores-Reyes was also convicted of extortion conspiracy. The jury also found Contreras-Avalos and Flores-Reyes guilty of a drug distribution conspiracy.
“These defendants wreaked havoc within our communities through murder, extortion, and drug trafficking, now they will be held accountable,” said U.S. Attorney for the District of Maryland Erek L. Barron. “We will relentlessly prosecute MS-13gang members who terrorize our Maryland communities with intimidation and violence.”
Morguard North American Residential REIT announced earlier this week that it has acquired the retail portion of Rockville Town Square. Having purchased Fenestra Apartments in 2017, this acquisition of the remaining retail in this mixed-use asset expands Morguard’s investment in the City of Rockville. The transaction closed at a purchase price of US$33.0 million, excluding closing costs. The news was brought to our attention by The MoCo Source earlier this month.
