Distracted Driver Charged in Connection with Fatal Head-On Collision

Montgomery County Police have announced that a Kensington man has been indicted by a Montgomery County grand jury on charges related to a fatal collision that occurred in October 22.

Per the news release: 22-year-old Kelvy Jose, Jr. was arrested by Montgomery County Police on Friday, March 15, on the strength of a warrant charging him with criminally negligent manslaughter by vehicle.

On Wednesday, October 12, 2022, at approximately 9:12 a.m., Montgomery County Police and Fire Rescue responded to the intersection of Randolph Road and Hammonton Place in Silver Spring for a collision involving a 2007 Chevrolet Silverado driven by Jose, Jr. and a 2006 Honda CRV, driven by 29-year-old Ambar Aida Rivera Membreno, of Silver Spring.

The initial investigation showed that the Silverado driven by Jose, Jr., crossed into eastbound traffic and struck Rivera Membreno head-on. She was pronounced dead at the scene. Following an investigation by the Collision Reconstruction Unit, detectives discovered that Jose, Jr. was driving with an expired learner’s permit and was distracted at the time of the collision.

Jose, Jr is currently being held at the Montgomery County Central Processing Unit pending a bond review.
