The U.S. Food and Drug Administration, headquartered in White Oak, and the Centers for Disease Control and Prevention (CDC), released data from the 2023 National Youth Tobacco Survey (NYTS) on tobacco product use among U.S. youth. The findings, which were collected between March and June 2023, show that 10% of U.S. middle and high school students (2.8 million youth) reported current use of any tobacco product. Among U.S. high school students, current overall tobacco product use declined during 2022-2023 (16.5% to 12.6%). This decline was primarily attributable to reduced e-cigarette use (14.1% to 10%), which translates to 580,000 fewer high school students who reported current use of e-cigarettes in 2023. Among high school students, declines in current use were also observed during 2022-2023 for cigars and overall combustible tobacco smoking, representing all-time lows.

Per the FDA and CDC: “It’s encouraging to see this substantial decline in e-cigarette use among high schoolers within the past year, which is a win for public health,” said Brian King, Ph.D., M.P.H., director of the FDA’s Center for Tobacco Products. “But we can’t rest on our laurels. There’s more work to be done to build on this progress.” Although a decrease in e-cigarette use was observed among high school students, among middle school students there was an increase in current overall tobacco product use (4.5% to 6.6%) and multiple tobacco product use (1.5% to 2.5%). However, among middle school students overall, no significant change was observed during 2022-2023 for current use of any individual tobacco product type, including e-cigarettes.

Maryland

Per the Maryland Department of Natural Resources: Blink and you might miss it. Peak fall color that is. Some reports out of western Maryland this week describe past peak conditions, and foresters and park rangers in other regions of the state also report rapid changes, with tree canopies transforming from mostly green to brilliant shades of yellow, orange and red often in as little as 48 hours.

Watershed Forester Bob Schwartz reports from along South Mountain in western Frederick County this week: “We were around peak prior to the rainfall over the weekend, which caused a lot of leaf-drop and pushed the mountainsides from vibrant yellows to mottled colors in a matter of days. However, there is plenty of burnished gold and blue sky left to see, particularly in the mountain coves or other sheltered areas that experienced less direct impact from the storms. Hopefully the return to cooler weather means we get an elongated end of season color flush.”

Crime

Per the U.S. Attorney’s Office, District of Columbia: According to court documents, Barry, was a former Direct Support Professional for Community Options, Inc., a residential facility for persons with disabilities, located in Rockville, Maryland. Barry’s job duties included taking individuals on outings in the local community, such as bowling, etc. for approximately three to four hours a day, five times per week. Between June and October 2022, Barry provided care to a vulnerable adult, who is non-verbal, autistic, and unable to care for himself.  Instead of going to various community outings, Barry used the Community Options van to make food deliveries with the vulnerable adult.

On October 19, 2022, Barry utilized the Community Options van to pick up the vulnerable adult.  That day, Barry drove to Washington, D.C., and made a total of five food deliveries.  While making the final delivery, Barry exited the vehicle and left the vulnerable adult unattended.  After the delivery was completed, Barry observed a masked individual steal the vehicle while the vulnerable adult was still inside the van. During his initial call to 911, Barry failed to mention that the vulnerable adult was in the stolen vehicle and subsequently failed to notify the D.C. Metropolitan Police Department officer who arrived on scene of the same. After, Barry informed his employer that he did not notify police that the vulnerable adult was still in the vehicle, and the company advised him to provide that information to the authorities.  However, Barry did not provide this information during his subsequent notification.  Approximately three and a half hours after the theft of the van, the vulnerable adult was found by the Prince George’s County Police Department, barefoot and wandering in the middle of traffic on the I-495 Capital Beltway.  The Prince George’s County Police Department transported the vulnerable adult to a local hospital for treatment.
